Description
The City of Sainte-Thérèse is requesting bids for the work to increase the pumping capacity of the discharge station of the Sainte-Thérèse water purification plant.
In general, the work includes, but is not limited to:
- the supply, installation, testing and commissioning of two new 85 HP submersible pumps;
- the supply, installation, testing and commissioning of a new variable speed drive;
- the modification, testing and restart of an existing variable speed drive;
- the supply and installation of the cables, conduits and electrical equipment required to complete the installations.

They will be received until 11:00 a.m. on Wednesday, August 28, 2019 and will be open to the public as soon as possible after the deadline in the City Council Chamber, 6 de l'Église Street, Sainte-Thérèse, Quebec, J7E 3L1.
SUBJECTION
Unless otherwise specified, this call for tenders is subject to Annex 502.4 of the Agreement on Internal Trade (AIT) and, where applicable, to the Quebec and Ontario (OQA) and Quebec and New Brunswick (NBQA) Government Procurement Liberalization Agreements.
ELIGIBILITY
Only bids from contractors and suppliers, in addition to those with an establishment in Quebec and licensed by the Régie des entreprises en construction du Québec, who have an establishment in a province or territory covered by an intergovernmental market liberalization agreement applicable to the City of Sainte-Thérèse, are considered for contract award purposes.
Each bid must be accompanied by the sworn form entitled "Bidder's Declaration" included in the bidding documents, available on the City of Sainte-Thérèse's website www.sainte-therese.ca, under the heading "City/Making Business with the City" and emanating from the by-law on the contractual management of the City of Sainte-Thérèse adopted under the authority of by-law number 1290 N.S., also available on the above-mentioned website.
In addition, the City of Sainte-Thérèse has a procedure for receiving and examining complaints made in connection with the award of a contract following a public tender call or the award of a private contract with a sole supplier, involving an expenditure equal to or greater than the minimum threshold for public tender calls. The policy on this procedure is also available on the City's website.
BID SECURITY
Each bid must be accompanied by a certified cheque drawn on a chartered bank of Canada, payable to the City of Sainte-Thérèse, for an amount of at least ten percent (10%) of the total bid price, or a security deposit equal to the same amount, valid for a period of 90 days.
Each bid must be accompanied by a letter from an insurance company certifying that it will issue a performance bond, and a bond for pledges and materials, each valued at 50% of the bid amount.
The City of Sainte-Thérèse does not undertake to accept the lowest or any of the bids received without incurring any obligation or costs of any kind towards the bidder or bidders.
