Description

The continuing education portal www.fortbildung-bw.de has existed since 2002 and is one of the most intensively used portals of the state administration in Baden-Württemberg. In 2021, an average of around 19,000 users visited the portal every month. The portal is a hybrid web application: a website is combined with a database for provider and course management under one portal. It is not a generally transferable standard system, but a highly individualized solution that is constantly being further developed and whose most important components are listed below.Interfaces exist to the "KURSNET" platform of the Federal Employment Agency as well as data transfers to other education servers (IWWB Hamburg, Deutscher Bildungsserver Frankfurt). Courses are imported from external providers via the interfaces and (course) data is transferred to other platforms. In the future, some editorial content will also be exchanged.The Ministry of Economics, Labor and Tourism Baden-Württemberg invites tenders for the ongoing maintenance and support and the continuous further development of the continuing education portal Baden-Württemberg www.fortbildung-bw.de. The portal currently includes the website www.fortbildung-bw.de. The portal is a hybrid system, consisting of a standard CMS (WordPress) for editorial content as well as a course database with a custom-developed search engine.The portal thereby includes a variety of inividualized programming - both along the needs of the tasks set by the users and the client WM, as well as web-based tools for participating educational institutions, administrators and co-supervisors.The following are the most important ones:- Login area- Course entry software- Education search- Catalog of course rubrics and keyword assignment- Provider ratings- Mirroring of regional offices' timelines (Facebook and Twitter)- Reporting system built on extensive statistics and aligned with WM's needs- Survey tool for visitor polls with simple evaluation mechanism- Mobile version of the portal: http://m.fortbildung-bw.de- direct booking of courses- editorial contributions (news, events) for submission by the regional offices- inactivity notifier- newsletter function- network areas for invitations and minutes of general meetings- separate database for online courses
a) Hosting and hosting support:The monthly costs for hosting and hosting support are to be specified and will be billed monthly.b) Work packages/development contingents:After coordinating the content with the client, the contractor will offer a binding service package for agile software development for the continuing education portal with an estimated time contingent for the coming year in each case. This includes further developments and system support. The requirements for these innovations will be concretized in the course of the year, called up by the client as needed, and then brought into implementation according to agile methodology.The development budget offered serves both the software-side maintenance and upkeep of the system as well as for the implementation of innovations or work packages agreed upon and targeted with the client.The requirements for the work packages mentioned will be described in more detail and provided with estimated contingents in person days.c) Additional contingent / flexible bundle:In addition to the work packages, a "flexible bundle" for smaller adjustments that cannot be compactly summarized in a work package is offered as a regular additional contingent:Agile software development allows the client a short-term and intervening formulation and prioritization of requirements for software under development. Short-term maintenance requirements can also be satisfied quickly. The individual requirements are formulated, organized and processed, for example, in a ticket system made available online and are to be released by the client.The call-off of the services can take place flexibly in the form of individual orders by the client. The evidence for the work of the flexible bundle is kept in individual hours. Invoices for the services shall be issued on a quarterly basis; this may be deviated from in justified cases. The invoices shall be sent as documents supporting the invoice.The order volume envisaged for this framework agreement shall be circumscribed as precisely as possible. However, the requirements (possibly in some areas) cannot be determined in a binding and conclusive manner and therefore only reflect an estimated order volume and an anticipated call-off date for the provision of services. It can therefore not be ruled out that individual services will be called off in a different order of magnitude or/and a different period of time.The following quantities are assumed during the contract period:Estimated total call-off quantity:The client assumes that for the contract period of four years approximately 300 person-days (1 day corresponds to 8 working hours) will be incurred for development and additional contingent listed items. This equates to a total of 2,400 hours.The estimated total purchase quantity is the quantity expected to be purchased by the contracting agency.Unused hours are not to be accumulated as credits. Within a statement of activities, the hours shall be itemized on a quarterly basis and sent to the client with the invoice as a document supporting the invoice. Invoicing of the service shall be carried out on a quarterly basis.Maximum purchase quantity:The maximum purchase quantity is specified as 480 person days (3,840 hours).The maximum purchase quantity is the maximum quantity to be purchased under this contract. The Customer / entitled party shall be entitled to delivery of the specified quantities, at the most, however, until the maximum purchase quantity is reached, at the agreed conditions.Upon reaching the maximum purchase quantity, the Contractor shall no longer be obliged to accept call-offs from the framework agreement. When the maximum purchase quantity is reached, the Customer shall have the right to terminate the framework agreement without notice before the contractually agreed term is reached.The end of the contract shall not affect the Contractor's obligation to perform the individual orders placed during the contract period in accordance with the contract.
