Description

Strengthen the community institutional capacity for the development and implementation of the quality of drinking water supply services for human consumption, of the drinking water systems of the MIAGUA V Program in its Investment and Sustainability Phase (Post Investment), through the coordination, follow-up and monitoring of activities with administrative efficiency and effectiveness according to the policies and regulations in force of the MMAyA.
The INDIVIDUAL LINE CONSULTANCY: DEPARTMENTAL SOCIAL TECHNICAL PROFESSIONAL BEI UCEP-MMAYA -3, has the following objectives:- To plan, coordinate, supervise and verify the correct execution of the Community Development - Institutional Strengthening MIAGUA components (Training and Supervision Subcomponent DESCOM-FI) and in the execution of the Sustainability Phase (Post-Project component) of the MIAGUA Program.- Support with specific knowledge of social management, during the implementation of projects in the pre-investment and investment stages of the Programs under the administration of the UCEP-MMAyA.Having as activities:- Prepare and submit to the Coordinator of the UCEP, the report on the monitoring and evaluation of projects in the Pre-investment, Investment and Post-Investment phase. - Carry out the consolidation, periodic review and coordination of the development and implementation of the MIAGUA Community Development Component with the executors, municipal professionals, FPS and the national team of the Program - Carry out supervision, follow-up and monitoring of the DESCOM-FI Executors of the MIAGUA Program contracted by the FPS at the departmental level, to verify compliance with their contractual obligations and timely management of payroll cancellation, when required.- Keep the UCEP MMAyA permanently informed about the progress and difficulties of the projects in execution, through the monitoring matrix provided by the UCEP MMAyA - Compilation, updating, systematization and validation of the information per project carried out monthly, quarterly, and when required on Program indicators.Coordinate closely with the national and departmental management of the FPS, departmental Supervisors and Environmental/Social Professionals and municipalities, the implementation of the approved social management. - To follow up, supervise and monitor the DESCOM-FI Supervisors of the MI AGUA V -BEI Program hired by UCEP MMAyA at the departmental level, to verify compliance with their contractual obligations, physical and financial planning. - Strengthen the implementation of the DESCOMFI Component through guidance and capacity building of DESCOM executors, DESCOM supervisors, GAM and FPS technicians, as required - Consolidate and review progress, closure or other required reports of all program projects and/or projects under their responsibility. - INTELLECTUAL PROPERTYThe materials (reports, studies, programs, dissemination material and others) produced under these terms of reference, will be property of the UCEP MMAyA under the Ministry of Environment and Water (MMAyA), which will have the exclusive rights for publication and dissemination.PERFORMANCE EVALUATIONAfter 90 (ninety) calendar days from the start of the Line Consultancy, a performance evaluation of the Consultant shall be carried out by the General Coordinator of the UCEP-MMAYA and/or the Social Responsibility Officer, in order to assess the degree of compliance with the Terms of Reference and Work Plan, in relation to the achievement of objectives, performance of functions and results achieved; if the results of such evaluation are negative, the Consultant's services shall be discontinued.
