France - Waste treatment plant construction work

Description

- seek the land on which the land is to be used and obtain the necessary authorisations to carry out the project on that land,- design an efficient waste treatment plant meeting the following objectives:-- waste treatment with the minimum nuisance for a tonnage in 2025 of 75,200 tonnes,-- obtain high recovery yields (depending on the case: material recovery, energy recovery in the form of heat or electricity, recovery of the biological fraction..., compost, gas...)-- limit storage in ISDND,- carry out design studies, DDAE and PC demand studies,- build the equipment and operate it for 20 years,- ensure the processing of all identified flows, estimated at the 2025 deadline, to:-- 59,000 t of SEO,-- 11,000 t of all coming from, -- 4,000 t of sorting refusal,-- 1,200 t of bio-waste,- ensure the pre-financing and financing of all the work,- seek the subsidies that can be mobilized for the project and take charge of their recovery,- receive and treat on the equipment all the waste accepted by the installation, in compliance with the guarantees given by the delegate and the standards and regulations in force, and in particular the future ICPE decree for operating authorisation. As such, the delegate has the obligation to treat as a priority the waste brought by Sydom Aveyron. However, it may, within the limits of the facility's capacity to accept waste from other producers, the waste may be: Omr, DAE, refusal of sorting, bulky skips and, modulo technical and regulatory evolution, - operate the equipment in accordance with the provisions of the contract, the rules of the art, in order to ensure the conservation of the service's heritage, respect for the rights of third parties and the quality of the environment. In this context, the delegate undertakes to ensure the continuity of the public waste treatment service of Sydom Aveyron,- transport, recover and/or dispose of the various by-products from the equipment, including final waste,- create an educational tour, - design and carry out additional work that it considers necessary, in particular to guarantee environmental performance and optimal working conditions on site; implementation of a facilitated and secure traffic flow by separating flows (HGVs / machines on one side and staff / visitors LVs on the other), taking into account detection constraints and fire-fighting means (detection systems, building smoke extraction, sprinkler systems....), creation of social, administrative and operational premises such as weighbridges, storage of parts...to support all the operating costs necessary for the operation of the equipment and to ensure the marketing of the energy and material recovery of the installation's by-products,- to ensure the marketing of third party tonnages if the capacity of the tool makes it possible to accommodate them in addition to the union's tonnages,- to ensure the maintenance, upkeep and major maintenance of the works and equipment,- to recruit and manage all the staff necessary for the successful completion of the missions entrusted to it.
