Description
The subject of the contract is the collection and management of unsorted municipal solid waste and segregated waste from properties inhabited and uninhabited from the Limanowa commune in the period from 1.1.2020 to 31.12.2020.The following waste fractions collected in containers (bags) are subject to collection and management: 1) blue colour with the inscription "Paper", which includes waste paper including cardboard, packaging waste from paper and packaging waste from cardboard, 2) green colour with the inscription "Glass", which includes waste glass including waste glass packaging.3) Colour yellow with the inscription "Metals and plastics", which includes metal waste including metal packaging, plastic waste including plastic packaging waste and multi-material waste.4) Colour brown with the inscription "Bio", which includes biodegradable waste with particular emphasis on bio-waste.5) Colour black, which includes sorting residues or unsorted (mixed municipal waste)6) Waste collected in bulk from real estate:-200307 - bulky waste,-200136 - used electrical and electronic equipment other than those mentioned in200121, 200123, 2010135,-200128 - paints, inks, inks, adhesives, adhesives, binders and resins other than those mentioned in200127,-170107 - mixed waste from concrete, brick rubble, waste ceramic materials and equipment other than those mentioned in170106,-160103 - used tyres.I. The subject of the contract covers: 1. Collection and management of unsorted and segregated municipal waste collected in plastic containers or bags from properties inhabited in the Limanowa Commune from the following localities: Bałażówka, Kanina, Kisielówka, Kłodne, Koszary, Lipowe, Łosososina Górna, Makowica, Męcina, Młynne, Mordarka, Nowe Rybie, Pasierbiec, Pisarzowa, Rupniów, Siekierczyna I, Siekierczyna II, Sowliny, Stare Wieś I, Stare Wieś II, Stare Rybie, Walowa Góra, Wysokie. Arrangement of the area in the waste collection point in case of its pollution due to atmospheric factors, e.g. wind, animal interference, due to the fault of the contractor, e.g. during loading, the list of properties divided into villages with the number of inhabitants is enclosed as Annex No. 12 to the ToR.2. Collection and management of uninhabited properties collected in plastic bags and containers located in workplaces, retail and service points, schools, institutions and other entities that submitted declarations. Collection and management of waste collected in street baskets at public transport stops - cleaning of bus shelters - 139 pcs. 4. Frequency of collection: 1) From property owners living in: a) black, yellow and brown containers (bags): (b) containers (bags), blue in colour, green: 1 once a month.2) From the owners of uninhabited areas such as schools, health centers, workplaces, retail and service outlets, bus sheltersa) black, yellow and brown containers (bags): (b) containers (bags), blue in colour, green: Once a monthThe export schedule is attached as Appendix No. 8 to the ToR.5. Equipment on a loan basis in containers - schools and public utility units at least 3 containers for waste sorted by size min. The estimated amount of municipal waste to be collected and managed is as follows: 3,800 Mg/year of which: a) 20,03,01 - Unsorted (mixed) municipal waste - 2,900 Mg/year, b) waste from the 1501, 2001, 2002 - segregated, mixed packaging waste - 500 Mg/year, c) waste collected in bulk - from the 2003, 2001, 1701, 1601 - 400 Mg.8. The amount of waste generated in the Limanowa commune is not dependent on the Ordering Party. The agreed quantities are estimates and may be changed according to the actual needs of the Purchaser taking into account the amount of waste generated by the owners of inhabited and uninhabited properties. The above mentioned amount of municipal waste is an indicative figure calculated on the basis of reports from previous years. 9. the amount of municipal waste generated, as specified in the offer and the ToR, related to the remuneration is not dependent on the Awarding Entity. Due to the possibility for real estate owners to submit corrections to declarations on the amount of municipal waste management fee and new declarations, the Contracting Authority, pursuant to Article 34 paragraph 5 of the Public Procurement Law, provides for the possibility to exercise the right of option consisting in increasing the estimated scope of waste collection specified in the ToR during the term of the contract. The anticipated changes are not dependent on the Ordering Party, but result from the changing needs of waste producers. Therefore, the changes introduced by the Ordering Party may cause that the estimated amount of waste generated and the remuneration may be increased by the product of the quantity of waste actually exported and the price included in the offer. The introduced changes will cause that the maximum scope of the order, including the right of option, cannot exceed 4370 Mg/year. The exercise of the right of option and the performance of the scope of the contract covered by the right of option shall constitute a right of the Contracting Authority, which may or may not be exercised by the Contracting Authority. The Contractor shall not be entitled to claim an increase in the scope of the contract. The additional scope of the contract under the option right shall be executed on the same terms and conditions as the basic contract. The settlement with the Contractor will take place one month after the collection and transfer of waste to the regional installation (RIPOK) on the basis of the waste transfer card.II. The Ordering Party requires that on the roads managed by the Ordering Party and access roads to the premises, appropriate transport vehicles should be used, not causing damage to the roads (narrow part of the roads with a significant longitudinal decline, limited manoeuvring conditions). 2. maintaining cars and containers of all types belonging to the contractor or the Municipal Office in Limanowa in good sanitary and orderly condition. (3) Selective waste will be collected on the same day as mixed waste but by a different means of transport. The Contractor shall not allow mixing of different types of waste. Reading bar codes for segregated and non-segregated waste - bar codes will be provided by the Ordering Party. Providing information to the commune about the fact of segregation or lack of segregation by the residents by the 10th day of the month following the collection of waste. The Contractor is obliged to collect all mixed and selectively collected waste from the Limanowa commune in bags, street baskets and containers collected and large-size bulk. 6. during the term of the contract, the Contractor shall act in accordance with Article 9f of the Act on Maintaining Cleanliness and Order in Municipalities in respect of the owners of domiciled and unoccupied real estate who have made a declaration that they will collect waste selectively. The Contractor shall be obliged to submit relevant reports and information as required by law.8The Contractor undertakes to collect and manage (recover or neutralize) all municipal waste from the owners of properties inhabited and uninhabited in the Municipality of Limanowa in a manner ensuring achievement of appropriate levels of recycling, preparation for reuse and recovery by other methods and reduction of the weight of biodegradable municipal waste submitted for storage, in accordance with the provisions of the Act of 13.9.1996 on maintaining cleanliness and order in communes (i.e. Journal of Laws of 2018, item 1454, as amended), provisions of the resolution of the Sejmik of Małopolskie Voivodeship No. XXXIV/509/17 of 27.4.2017. - Waste Management Plan for the Małopolskie Voivodeship. The Contractor shall be obliged to install GPS vehicle tracking devices and provide the Ordering Party with access to monitoring of waste truck routes.
