Description
Task no. 1: Successive collection and management of waste with the code 19 12 12 12. The subject of the contract is the successive collection from the Regional Waste Management Plant in Ostrów Wielkopolski Sp. z o.o. and management, in the process of recovery or recycling, of waste with the code 19 12 12 - other waste (including mixed substances and objects) from mechanical treatment of waste other than those listed in 19 12 11. The waste management method must comply with the applicable legal regulations and recovery processes specified in Annex 1 to the Act of 14.12.2012 on waste (uniform text Dz.U. of 2018, item 21). The amount of waste, which will be transferred to the Contractor during the term of the contract - up to 31 days from the date of signing the contract - will amount to a maximum of 2 500 Mg. Waste generated in the process of manual and automatic segregation of unsorted municipal waste (code 20 03 01), packaging waste (from group 15). In the waste of code 19 12 12 there will be inclusions in the following forms: waste paper, plastics, ferrous and non-ferrous metals, glass, wood, bio-waste, textiles. The waste is characterised by: total organic carbon > 5 % dry matter, roasting losses > 8 % and combustion heat > 6 MJ/kg dry matter. The Contractor undertakes to demonstrate material recovery at the level of not less than 5%, understood as separation from the stream of waste (from groups 15, 19 and 20), which will then be subjected to processes R3, R4 or R5 (In accordance with the annex to the Act of 14 December 2012 on waste - uniform text, Journal of Laws No. 33, item 659, as amended). 2018 item 21). The confirmation of subjecting the waste to R3, R4 or R5 processes shall be the Contractor's statement on the quantity, types of waste submitted for recycling and information on the process to which the waste has been subjected. The statement concerning the quarter will be submitted by the 10th day of the month following the end of the quarter at the latest. The Waste code 19 12 12 12 shall be prepared by the Purchaser for collection in a loose condition. Waste collection shall take place from Monday to Friday from 7:00 a.m. to 5:00 p.m. in the quantity specified in the sales order sent by e-mail or by phone to the Contractor's representative. Quantities of waste to be collected will be reported two days in advance. The Ordering Party reserves the right, after prior arrangement with the Contractor, to indicate other dates and hours of collection. Waste collection will take place on the premises of the Regional Waste Management Plant, 121 Staroprzygodzka Street, 63-400 Ostrów Wielkopolski, POLAND. Waste loading shall be at the discretion of the Purchaser. Weighing of the waste collected by the Contractor will take place on the legalised scales of the Ordering Party, located in the Ordering Party's plant and will be confirmed by a weight receipt and a WZ document. These documents shall constitute the sole basis for determining the quantity of waste collected between the Contracting Authority and the Contractor. After the end of each month, the Contractor shall confirm the quantity of waste collected for management on the Waste Transfer Card issued by the Ordering Party. The detailed scope of rights and obligations of the Contractor is regulated by the Draft Agreement (Annex 4 to the ToR). The Ordering Party shall issue collective transfer cards for waste code 19 12 12 collected in a given month. Waste transfer cards will be issued on the basis of the balance of weights of the received quantity, derived from the computer program operating the weighing system in the Plant. Collective waste transfer cards will be issued in 3 copies. - 1egz. for the Contracting Authority and 2 ex. for the Contractor. The Contractor undertakes to provide a vehicle with the maximum height of the semi-trailer side not exceeding 4.05 m. The bulk density of waste as at 27.3.2019 is: Successive collection and management of waste with code 19 12 10 Waste with code 19 12 10 Waste with code 19 12 10 generated in the process of segregation of mixed municipal waste with code 20 03 01 and selective collection from group 15, will be prepared by the Ordering Party for collection in pressed form, bound with steel wire and in technologically justified cases: in a loose state. Solid waste, mainly containing cellulose - paper, wood or plastics - polyethylene, high-calorie polypropylene. The dimensions of the bales for compacted waste are approx. 110 x 115 x 75 cm. The average weight of one bale of waste is about 400-500 kg. The estimated amount of the component that will be transferred to the Contractor during the term of the agreement - from the date of signing the agreement to 31.12.2019 - will amount to a maximum of 5,550 Mg. The monthly quantity of waste ready for collection shall not be less than 800 Mg. The collection of RDF components shall take place from Monday to Friday from 7:00 a.m. to 5:00 p.m. in the quantity specified in the sales order sent by e-mail or by phone to the Contractor's representative at least one day in advance. The Ordering Party reserves the right, after prior agreement with the Contractor, to indicate other dates and hours of acceptance of the components in question. Components for RDF production will be collected from the Regional Waste Management Plant at 121 Staroprzygodzka Street, 63-400 Ostrów Wielkopolski, POLAND. The loading of the component is at the discretion of the customer. Weighing of the components received by the Contractor will take place on the legalised scales of the Customer, located in the Customer's plant and will be confirmed by a weight receipt and a WZ document. These documents will constitute the sole basis for determining the quantity of received components for the production of alternative fuel (RDF) between the Contracting Authority and the Contractor. After the end of each month, the Contractor shall confirm the quantity of components for the production of alternative fuel (RDF) collected for use in the collective Waste Transfer Certificate issued by the Ordering Party. The detailed scope of rights and obligations of the Contractor is regulated by the Draft Agreement (Annex 4 to the ToR). The Ordering Party shall issue collective waste transfer cards for components for the production of alternative fuel (RDF) with waste code 19 12 10, collected in a given month. Waste transfer cards will be issued on the basis of the weighing balance of the received components from the computer program operating the weighing system in the Plant. Collective waste transfer cards will be issued in 3 copies. - 1egz. for the Contracting Authority and 2 ex. for the Contractor.
