PUBLICATION NOTICE
PUBLIC TENDER BASED ON VALUE FOR MONEY
The Commission des services juridiques du Québec (CSJ) wishes to retain the services of a supplier under the 2023-2024 09 call for tenders for the use of a SaaS cloud-based business solution to support human resources and payroll management for all twelve (12) members of the legal aid network.
The CSJ estimates that it will need 1,050 employees for the duration of the three (3)-year contract. The CSJ may also avail itself of 2 additional consecutive periods of 12 months each.
This project is part of the implementation of the Legal Aid network's digital transformation plan, in line with the Government of Quebec's orientations in this area.

TENDER DEADLINE AND PLACE FOR RECEIPT OF BIDS
Paper bids for this call for tenders must be submitted before 11 a.m. local time on November 13, 2023, to the attention of Andréanne Vallières-Clermont, at the following address:

Electronic bids may only be submitted via the Quebec government's electronic tendering system (SEAO), at the following address: www.seao.ca
RECEIPT OF ELECTRONIC BIDS
Suppliers must submit their bids within the deadline specified in the call for tenders documents.
In the case of electronic bids, the bid must be submitted (encrypted, transmitted, time-stamped and saved on the SEAO servers) before the date and time set for receipt of bids.
The Minister cannot be held responsible for Internet traffic for the electronic transmission of bids. It is the bidder's responsibility to allow additional time for transmission.
DEADLINE FOR RECEIPT OF COMPLAINTS
The deadline for complaints is October 30, 2023.
SUPPLIERS ELIGIBLE TO SUBMIT BIDS
Only qualified suppliers with an establishment in Quebec or in one of the territories covered by the applicable agreements and who have obtained the tender documents distributed by the Electronic Tendering System (SEAO) are eligible to submit a tender.
The contracts covered by this call for tenders are subject to the Quebec-Ontario Trade and Cooperation Agreement (QOTCA), the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canadian Free Trade Agreement (CFTA) and the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
