Description

Context of the operation: This framework agreement concerns urban project management missions for the development of the RATP Saint-Fargeau site. This site is home to the Train Maintenance Workshop (AMT), which will be restructured. Main features of the mission: This single contractor framework agreement includes the services of urban project management missions for the restructuring operation of the RATP Saint-Fargeau site. The urban project management services to be carried out under the framework agreement break down as follows:- the first mission will be an opportunity to jointly stabilize the overall urban plan and the functional and technical feasibility of the train maintenance workshop (AMT) to be maintained or integrated on the site. The city and town hall of the 20th arrondissement of Paris will be fully involved in all aspects of the project. This mission will also include a strong consultation dimension with local residents,- mission 1 services concerning the implementation of an urban master plan, the functional and technical feasibility of the AMT and the management of consultation, are as follows:-- M1.1: stabilization of the urban project, urban master plan,-- M1.2: functional and technical feasibility of the Train Maintenance Workshop (AMT),-- M1.3: Project Management Assistance (AMO) and consulting (ensuring the operationality of the proposed urban system in a decision support approach for the choice of the chosen scenario),-- M1.4: public consultation mission at all stages of the project,-- M1.5: study mission on noise pollution in relation to future building projects and the RATP activity (acoustic mission),-- M1.6: lot sheets for the various real estate programmes defining the constructibilities specific to the different programmes in order to ensure the urban, landscape and architectural integration of each lot,- the 2nd mission corresponds to the deepening of the scenario that will be selected at the end of mission 1. it will take place in parallel with the project management studies (MOE) in the preliminary design phase of the AMT. The services of mission 2 concerning the assembly of the operation, development permit and lot sheets, are the following: - M2.1: deepening of the selected urban plan with 1 level of rendering of the preliminary summary project studies (APS) and drafting of the urban programme,- M2.2: continuation of the consultation mission and support of the project owner (MOA) in the consultation,- M2.3: Development permit (PA) and impact study,- M2.4: Technical project management assistance (AMO) (acoustics, SSI, ICPE, fire prevention),- M2.5: Project management missions (MOE) concerning sketch studies (ESQ), summary preliminary design studies (APS) and final preliminary design studies (APD) of the train maintenance workshop (AMT),- Mission services 3 concerning the monitoring of urban architectural coordination of the various programmes, are as follows:- M3.1: synthesis and technical coordination (coordination of the project and RATP activities with all third-party projects at the interface),- M3.2: monitoring and architectural coordination of the various programmes carried out as part of the overall project on the RATP base,- M3.3: communication (ensuring the overall consistency of the project manager's communication (MOE),- M3.4: Project Management (MOE) missions concerning project study missions (PRO), assistance for the award of works contracts (ACT), VISA missions, Directorate for the execution of the works contract(s) (DET), Assistance provided to the contracting authority during acceptance operations (AOR) and the Perfect Completion Guarantee (GPA) for the Train Maintenance Workshop (AMT).
