1. consulting, coordination and control- intensive cooperation with the municipality- moderation of the program implementation in the committees of the client- close cooperation with superordinate authorities, especially Saxon State Ministry for Regional Development (SMR) and Saxon Development Bank (SAB)- coordination and bundling of the use of different funding programs in the program area- updating of the measure-, cost-. Coordination and moderation of the interdepartmental processes for program implementation- Control, bundling and support of the various actors in the area, the measures in the area- Consultation of private actors in the area- Participation in the update of the urban development concept (SEKo) - Advice to the client and submission of comments on specialized planning in the program area- Participation in coordination with participating approval authorities- Participation in meetings and appointments on site- Consultation on intended land sales and land acquisition measures- Investor advice on the development of the program area- Consultation on the implementation of the program in the area Advice on intended land sales or acquisition measures- Advice to investors and participation in the development of tasks for complex approaches to project development- Participation in the preparation and development of initial projects- Initiation and support of a disposition fund including support of the city in the preparation of individual projects as well as in the settlement of accounts with the approval authority- Support of the city in the establishment and implementation of a city management in accordance with the development goals in the LZP program areaPublic relations- Support of the client in the context of area-related public relations, such as press releases- organization of information events- preparation of brochures, posters, Communication and coordination of new contents of the urban development concept and integration of citizens, groups and actors in its implementation as well as in the entire renewal processProgram evaluation and accompanying research- Implementation of the program evaluation and realization of the reporting system according to the requirements of the granting agency as well as the federal and state governments- Support of the client in knowledge transfer and exchange of experience as well as participation in expert events on the level of the Free State of Saxony upon request, especially in events of the Sächsische Aufbaubank (SAB), of the Saxon State Ministry for Regional Development (SMR) and corresponding expert working groups - Timely information of the client on essential findings concerning the implementation of the program on the level of the federal government or the Free State of Saxony, as far as these are of interest to the client. 2.1. advising the client on all issues related to the financial management of the overall measure, in particular on the funding opportunities available under the relevant programs2 .Monitoring of program-related expenditures- Monitoring of program-related revenues- Preparation of applications for disbursement (AZA) and interim proofs of use (ZVN) in accordance with the requirements of the VwV-StBauE and the approval office- Monitoring of the completion of applications for disbursement by the approval office- Monitoring of the disbursement of funds by the approval office- Resubmission of expenditures not recognized in AZA/ZVN on a case-by-case basis, attaching additional documents, supplementary explanations, etc.- In the event of disputes, the client is responsible for the preparation and submission of the disbursement applications. In disputed cases, clarification with the approval office2.3. Preparation of:- Cost and financing overviews with reference to individual measures/projects as well as to the overall measure- Overviews of the funding framework- Overviews of disbursement applications2.4. Application for continuation/continuation reportParticipation in the timely preparation and elaboration of the annual application for continuation or continuation report in coordination with the granting agency. Implementation of private construction measures- Information and consultation of the owners concerned about basic funding possibilities- Inspection of the buildings and rough estimate of the cost reimbursement amount- Determination and discussion of the construction measures to be carried out together with the owner and the client- Determination of the total expenditure eligible for funding- Calculation of the cost reimbursement amount (KEB) Coordination with the approval office- If necessary, support of the municipality in the compilation of the necessary documents for the examination of eligibility for funding by the responsible approval office, including the submission of applications- Control of the completed construction phases- Preparation and monitoring of interim accounts as a prerequisite for the disbursement of partial installments on the contractually agreed basis- Review of the completed measures in accordance with the modernization agreement (final acceptance)- Review of the invoices to be submitted, in particular with regard to their eligibility for funding- Preparation of a final statement of account with determination of the final cost reimbursement amount- Preparation of a proof of use after completion of the funded individual measure3.2. Implementation of municipal construction measures- Advising the municipality on basic funding options for individual measures- Determining the total eligible expenditure- Coordinating the measure with the responsible approval office- Supporting the municipality in compiling the necessary documents for reviewing eligibility for funding by the responsible approval office, including submitting applications- Participating in the necessary coordination rounds- Monitoring the implementation of construction from the point of view of funding relevance- Conducting any necessary coordination with the responsible approval office. Compilation of the documents for the final invoice- Preparation of the final invoice for the measure vis-à -vis the responsible approval office- Preparation of a proof of use after completion of the funded individual measure4.1.Execution of reorganization measures of private third parties- Information and consultation of the owners concerned about basic funding possibilities- Inspection of the buildings / properties and rough estimation of the costs of the reorganization measure- Determination and discussion of the reorganization measure to be carried out including subsequent use together with the owner and the client- Determination of the costs of the reorganization measure- Participation in the preparation of a reorganization measure agreement between the client and the owner- Coordination with the granting office- Preparation of the final invoice for the reorganization measure in accordance with the requirements of the granting office Coordination with the approval office- If necessary, support of the municipality in the compilation of the necessary documents for the examination of eligibility for funding by the responsible approval office, including the submission of applications- Control of the completed construction phases- Preparation and monitoring of interim accounts as a prerequisite for the payment of partial installments on the contractually agreed basis- Review of the completed measures in accordance with the regulatory measures agreement (final acceptance)- Review of the documents and invoices to be submitted, Preparation of a final statement of account with determination of the final costs of the regulatory measure- Preparation of a report on the use of funds after completion of the subsidized individual measure4.2 Execution of municipal reorganization measures- Advising the municipality on basic funding options for the individual reorganization measures- Determining the costs of the reorganization measure on the basis of planning documents from the client or commissioned planning office- Coordinating the measure with the responsible approval office- Supporting the municipality in compiling the necessary documents for the review of eligibility for funding by the responsible approval office, including the submission of applications- Participating in the necessary coordination rounds- Monitoring the execution of construction from the point of view of funding-relevant aspects- Conducting any necessary coordination with the responsible approval office and the responsible approval office Compilation of the documents for the final invoice - Preparation of the final invoice for the measure vis-à -vis the responsible approving agency - Preparation of a proof of use after completion of the funded individual measure.
