Description
The Conseil des Atikamekw d'Opticiwan wishes to receive bids for the work on Lot 2 of the upgrading of its drinking water treatment facilities. The work includes, but is not limited to :
Construction of an expansion of the drinking water treatment plant;
Supply, installation and commissioning of water treatment equipment;
Construction of the water supply line and intake block in the Gouin Reservoir;
Related work in the disciplines of civil and planning, structure, architecture, process mechanics, automation, building mechanics and electricity.
The documents relating to this call for tenders may be obtained by contacting the Service électronique d'appel d'offres (SEAO) by calling 1 866 669-7326 or 514 856-6600, or by visiting the Web site at www.seao.ca . The documents can be obtained at the cost established by the SEAO.
The Board is not responsible for the fact that the written notices or any documents sent by electronic means are incomplete or contain any errors or omissions whatsoever. Consequently, all bidders must ensure, before submitting their bids, that they obtain all documents related to this call for tenders.
Only persons, corporations and companies, having their principal office in Québec or having an establishment in a province or territory covered by an intergovernmental market liberalization agreement applicable to the owner, who hold an appropriate licence under the Act respecting the professional qualification of construction contractors are eligible to tender.
No mandatory site visit is provided for this tender call, however, if the tenderer deems it necessary, the tenderer may request one from the Tender Authority. All costs related to this visit shall be borne by the Bidder. The deadline for making an appointment by e-mail to Marie-Soleil Weizineau (msweizineau@opitciwan.ca), with a copy to Stéphane Boudreau ( sboudreau@atikamekwsipi.com ), is March 16, 2021.
The bid must be accompanied by a bid security in an amount equivalent to 10% of the total amount of the bid.
In the context of the VIDOC-19 pandemic and the actions taken by the government, the opening of submissions will not be public and the procedure for submitting proposals is as follows:
Proposals should be submitted by e-mail to: msweizineau@opitciwan.ca and copied to sboudreau@atikamekwsipi.com by the deadline for receipt of proposals, March 30, 2021 at 11:00 a.m. Proposals received after the closing date and time will not be accepted. The Bidder must allow sufficient time prior to the closing date and time to send the documents.
The complete bid documents must be submitted in electronic format (PDF) by the due date and time.
Paper documents, which must be identical to the electronic version (PDF), must also be sent by mail no later than April 6, 2021 to the office of Stantec Experts-Conseils ltée located at 1260 Lebourgneuf Boulevard, Suite 250, Québec QC, G2K 2G2. The documents will be in sealed envelopes, addressed to the attention of Mr. Gabriel Lachance, Project Manager, Stantec.
The maximum size per email (including attachments) is limited to 10 megabytes.
An e-mail acknowledgement will be sent to the Proponent confirming receipt of the proposal sent by e-mail.
In the event of a discrepancy between the electronic copy (PDF format) and the hard copy, the electronic copy will prevail over the hard copy.
The Opitciwan Atikamekw Council does not undertake to accept the lowest or any of the bids received.
