Description

this contract is a global contract for the design and construction of an underpass under the Rd1074, avenue Pierre Laurioz in Beaune. In addition to the creation of a physical link under the RD 1074, the objective is to design a structure that contributes to the general quality of the site and does not constitute a break in the landscape, in accordance with the economic program guidelines defined by the project owner. Notwithstanding article 3.1.2 of the works contract, notification is deemed to have been given on the date on which the documents are sent on the buyer's profile. The estimated overall duration of the contract is 18 months from the date of the service order to start the mission. The execution period for the design and construction of the work is 11 months, including a two-month preparation period, notwithstanding article 18.1.1 of the CCAG Travaux.
The pathway linking the city center of Beaune via the Parc de la Chartreuse and the multimodal hub consisting of a carpooling area and a park-and-ride facility are located on two separate land units separated by the RD 1074, which bypasses the city of Beaune, and requires the construction of an underpass under the RD 1074 in order to create a link for pedestrians and alternative modes of transportation such as bicycles and other "soft" means of transportation. The link project is part of a vast ecological park limiting the carbon impact, this development makes a large place for pedestrians and soft modes in parallel to the river by passing under the RD 1074. This is a comprehensive design-build contract carried out in the form of a competitive dialogue in application of articles L.2171-1, L.2171-2, R.2171-1, R.2161-24 to R.2161-31 of the French Public Order Code.In accordance with the provisions of articles R2171-1 and R2124-5 of the French Public Order Code, the purchaser decides to use a design-build contract through a competitive dialogue procedure. The objective of the competitive dialogue, in addition to the creation of a physical link under the RD 1074, is to design a structure that contributes to the general quality of the site and does not constitute a break in the landscape. The interest of this competitive dialogue procedure is to allow the contracting authority to dialogue with the economic operators in order to determine the best way to satisfy its needs related to such a project.The objective of this consultation is to seek and determine all the solutions for the creation of an underpass, compatible with the natural and functional data attached to the structure and its environment: solutions that seem the most advantageous from a technical, economic and architectural point of view, particularly with regard to insertion into the site and with the projects linked to the City of Wines and Climats of Burgundy (Parc de la Chartreuse, park-and-ride facilities, etc.).Given these indications, the construction of an underpass seems to fall within the scope of standard works. However, the technical feasibility and the evaluation of the impact on the environment can have important consequences on the choice of the implementation of the work, hence the need to resort to a design and build contract through a competitive dialogue procedure for the choice of the most suitable solution.
