Description
The Department for Business and Trade (DBT) invites expressions of interest (EOIs) from UK education institutions, enterprises, agencies and associations with strong expertise in digital education to join a UK-China Digital Education Working Group. The aim is to promote collaboration between UK and Chinese stakeholders and enhance bilateral exchange in digital education.
China has prioritised education digitalisation to expand access to quality resources and improve lifelong learning services. Recent policies, such as the 2025 Smart Education White Paper, focus on strengthening digital infrastructure, AI-integrated learning and international collaboration.
The UK is a global leader in digital education, with top-ranked universities, a strong EdTech sector and innovative practices such as stackable microcredentials and AI-driven adaptive learning. Immersive technologies, including VR and metaverse environments, are increasingly used in professional training.
China’s large user base and growing digital education market present significant opportunities, particularly in AI-driven tools, online resources and ecosystem development. The working group will build on this by focusing on higher education in its pilot phase.
The scope of the working group includes:
• policy discussions to improve the business environment and address market access barriers in the digital education sector
• co-development and sharing of digital learning resources
• digital literacy capacity building among administrators, teachers and students, including training and assessment systems for digital competency
• quality assurance and certification in online education
• lifelong learning system development, such as credit bank building, certification and degree recognition systems, national Open/Digital University initiatives and Seniors University development
• efficacy and ethical compliance of education technology applications
The working group is seeking UK stakeholders that can demonstrate:
• a proven record of excellence in digital education delivery
• expertise across domains such as EdTech development, digital education platform or content development, digital literacy building, or digital education standards setting
• experience of working with global partners, particularly in multicultural contexts
• capacity in China for future deployment of resources or personnel
• existing partnerships with Chinese stakeholders
