Description

For the prompt and efficient implementation of the funding program, an external service provider is required who, as a so-called entrusted project executing agency (EPA), assumes responsibility for all services associated with the operational implementation of the funding program on behalf of the client.
As the project sponsor, the contractor takes on all phases of project funding for the client by assuming the scientific, technical and administrative tasks involved in the administrative processing of funding.
This includes careful technical and administrative planning, monitoring and control. The contractor issues the grant notifications, processes the funding projects financially and checks the interim and utilization reports of the funded projects.
The contractor's (CO) performance obligation relates, among other things, to compliance with and fulfillment of requirements under state aid law and grant and administrative procedure law in accordance with Sections 7, 23 and 44 of the Federal Budget Code (BHO) and Sections 48, 49 and 49a of the Administrative Procedure Act (VwVfG).
The project management is to comprise the following work packages:
WP0: Reporting, accounting and project management
WP1: General tasks for the implementation of the funding program (primarily includes preparatory work and contributions in the area of public relations - national - in the context of the funding program)
WP2: Funding advice (includes verbal and written advice for those interested in funding, as well as the implementation of information and training formats for funding)
WP3: Processing funding applications (includes all necessary review and work steps for project ideas in the outline, application and approval phase)
WP4: Processing of funded projects (includes all review and work steps for approved projects, from the management of funding and project progress monitoring to the verification of use of funds and performance review at project level)
WP5: Support in the context of performance review at program level (includes the implementation and evaluation of evaluation formats such as surveys)
WP6: Conducting coordination meetings with the client (AG)
WP7: Documentation of project sponsorship (includes the provision and maintenance of a project status list, a decision practice and the creation of management templates with a brief overview of the funding program including brief summaries of the mFUND projects)
WP8: Optional additional work (includes short-term additional work in WP1, 3 and 4 as required in coordination with the client)
