The subject of the contract is the framework agreement for various services of the technical equipment ALG 1, 2, 3, 7 and 8 (HLS), according to § 53 ff HOAI 2021.
The framework agreement is designed for a period of 4 years and takes into account 3-5 framework agreement partners.

The individual projects are generally commissioned in the following stages
Stage 1: LPH 1-2, according to § 55 f HOAI 2021
Stage 2: LPH 3-4, according to § 55 f HOAI 2021
Stage 3: LPH 5-7, according to § 55 f HOAI 2021
Stage 4: LPH 8-9, according to § 55 f HOAI 2021
Various special services may also be commissioned.

In the next 4 to 6 years, Markt Meitingen is planning the following projects, the structural engineering services for which can be called up under the framework agreement:
1. renovation and extension of the Erlingen children's home,
2. renovation and extension of after-school care center \/ lunchtime supervision at Meitingen elementary school,
3. conversion of Herbertshofen kindergarten (5 groups),
4. conversion of Herbertshofen kindergarten to lunchtime care \/ after-school care,
5. extension of Herbertshofen elementary school,
6. new construction of mobility station Meitingen in conjunction with office use \/ coworking space, possibly conversion \/ conversion of station building,
7. new construction of Erlingen fire station.
The actual order of the projects \/ individual call-offs may differ.

Course of the procedure:
Following the call for tenders (stage 1), approx. 10 bidders will be invited to submit a bid or be invited to an award negotiation in a 2nd stage. The award negotiations are expected to take place in May 2025.
The 3-5 bidders who achieve the best overall result will be included in the framework agreement.
The contract is expected to be awarded in June 2025.
A fee offer must be submitted with the offer in stage 2, which contains all relevant parameters for the individual call-offs (e.g. fee rate, surcharge \/ discount, ancillary costs, optional special services). The parameters offered by the bidder then apply to the individual measures subsequently called off.

Award of the individual measures:
The individual call-offs are carried out without a new award procedure using the so-called cascade principle:
The contracting authority first requests the provision of services from the contractor that submitted the bid in the VgV procedure for the award of this framework agreement that submitted the most economical bid based on the award criteria (i.e. achieved the highest evaluation total of points). If this contractor declines because it does not have the necessary capacity or is not interested in
the contractor with the tender that submitted the second most cost-effective tender (i.e. the second-highest scoring points) is invited to tender.
(i.e. the contractor with the second highest score). If this office also declines, the third-placed bidder is requested, etc.

Second individual call-off:
In accordance with the cascade principle, the office that submitted the second most cost-effective bid on the basis of the award criteria (i.e. the second-highest scoring points) is considered for the second call-off.
(i.e. the office with the second-highest score), unless this office has already received the first call-off. In this case, the third-placed office would be requested, etc.

Third individual call-off:
In accordance with the cascade principle, the office that submitted the third most cost-effective tender on the basis of the award criteria (i.e. the third most cost-effective tender) is considered for the third call-off.
(i.e. the office with the third-highest number of points), unless this office has already received the first or second call-off. In this case, the fourth-placed office would be requested, etc.
The other individual call-offs follow the same principle.

As long as a contractor has not yet completed the provision of services from an individual call-off, it will not be requested for a subsequent individual call-off. This does not apply if all other contractual partners also provide planning services from an individual call-off and/or have rejected the provision of services.
