Germany - The non-exclusive framework agreement concerns personnel placement activities

Description

The non-exclusive framework agreement relates to recruitment activities (headhunting services) for the recruitment of a head of the Auditor Oversight Service (APAS) for the client. Companies have the opportunity to conclude the framework agreement with the client, which can be accessed via the link in this announcement. In the event of vacancies in the position of APAS management, all framework agreement partners can present suitable candidates to the client. However, individuals can also apply directly to the client. The specific call process for vacancies, the remuneration and all other details are described in more detail in the contract documents, which can be accessed via the link in this announcement. In the event of cooperation, the following must be observed in all cases:
(1.) The parties to the framework agreement must undertake vis-à-vis the client to observe the requirements profile of the position already during the internal company pre-selection of suitable candidates (hereinafter: "candidates" or "candidate") and to otherwise propose candidates in a non-discriminatory manner.
(2.) The parties to the framework agreement must agree with the client that only candidates who fully meet the criteria specified in the advertisement will be proposed. Interviews to explain the contract modalities and salary will only be conducted personally with the candidates by BAFA's personnel department. In addition, the framework agreement partners will not be involved in the client's internal (preliminary) selection procedure or the downstream ministerial involvement. The framework agreement partners will not be formal participants in the respective selection processes. The respective selection procedure for filling the position will be conducted exclusively in a direct relationship between the client and the candidate in accordance with the principles of best selection in the public sector and the supplementary requirements of the Act on the Establishment of an Auditor Oversight Body at the Federal Office of Economics and Export Control (APAstErG).
