The municipality of Bernkastel-Kues intends to carry out a comprehensive energy-efficient refurbishment of the elementary school in the local community of Kleinich and the associated gymnasium.the elementary school with the adjoining gymnasium in 54483 Kleinich was built in 1962 and is owned by the municipality of Bernkastel-Kues. In 2010, the elementary school was extended with a two-storey extension on the western façade and is currently attended by 58 pupils from Kleinich and the surrounding communities. The school is located at an altitude of 450 m above sea level, making it the highest elementary school in the municipality. The school building is of solid construction and only has a small basement. The façade is not insulated and was partially clad with façade panels that are likely to be contaminated with asbestos. The pitched roof is covered with natural slate on a formwork. However, this already has leaks in several places. The roof space is not insulated. The windows are double-glazed wood-aluminum windows that were replaced more than 15 years ago. The adjacent gymnasium is primarily used for school sports at the elementary school, but is also used by local groups (senior gymnastics, children's dance, etc.). The building was also constructed using solid construction methods. Glass blocks were installed at the rear of the gymnasium. The roof is covered with asbestos-contaminated corrugated fiber cement sheets. The façade is not insulated and both buildings are currently supplied with heating energy via a local heating pipeline. The transfer point is located in the basement of the elementary school. The local heating is generated by a neighbor's oil heating system. The common rooms and classrooms as well as the adjoining rooms of the gymnasium are heated via radiators. The large hall itself is heated via the existing ventilation system without heat recovery. During the heating period, the heat output often reaches its limits, particularly in the gymnasium. a detailed project description is already available and is part of the tender documents and is to be implemented accordingly in terms of planning and construction. the measure is being supported by public funds. For this purpose, an overall energy refurbishment concept was drawn up with the current status and target status. Based on this, an application for funding (ERDF) was submitted, which has already been approved, with the result that the specifications of the overall energy concept, the document on the target status and the specifications of the grant notification are binding in terms of planning and construction and must be implemented. The same applies to the feasibility study prepared by Bayer und Friedrich dated 26.07.2024. In accordance with the requirements of the funding decision, 70% of the costs of the refurbishments are focused on the building envelopes, i.e. façade insulation, roof/upper storey ceiling insulation, floor slab/basement ceiling/basement walls insulation, replacement windows/exterior doors/mullion and transom façades, ventilation and air conditioning systems.As part of the funding application, an energy consultant carried out an energy calculation of the actual and target status of the buildings in order to determine which renovation measures would meet the required C02 savings. The parameters thus determined (U-values etc.) are therefore the basis for the energy-efficient refurbishment and are therefore binding for the planning.
