Description
The Federal Republic of Germany intends to construct three new halls (Halls 002, 005 and 015) with a usable area of approx. 30,000 m² on a federal military property in Wilhelmshaven. One of the halls is to be built in two construction phases due to the available land area. The new construction measures will be accompanied by building demolitions and interim relocations of the user. The new construction measures involve workshop and assembly halls with a wide variety of requirements and use-specific rooms. The new construction measures are to be built in the middle of an existing, homogeneous military property during ongoing operations. The existing technical infrastructure and traffic facilities of adjacent construction sites are being implemented, removed, relocated and/or upgraded in parallel via other accompanying construction measures, and temporary facilities for the operation of existing buildings are being created. The implementation of the new construction measures therefore interacts with both the infrastructure measures and the property operations. The construction sites for the building construction measures will be cleared in advance in a separate construction measure entitled "Reorganization of the construction site infrastructure". The user's space requirements were recorded in a space book with layout sketches and formed the basis for the preliminary design plans that have already been drawn up. The decision documents for the construction (ES-Bau) have already been approved in terms of budget. The new buildings comprise a wide variety of room sizes and room groups, consisting of electronic and mechanical workshops, assembly and workshop halls, offices, training and social rooms, and various cranes and elevator systems are required in the functional areas of the workshop and assembly halls. The buildings are connected to the existing heating supply network. The building automation system must be connected to the property's network. The electrical power supply for the new buildings is provided by their own medium-voltage systems. Special grids are required for the test runs of the military equipment to be maintained. They differ in frequency and voltage level from the usual grid forms. The special on-board antenna systems must be particularly included in the lightning protection concept. Some of the data networks are subject to the most stringent safety requirements.The costs recognized in the budget for the new construction of Hall 002 (approved ES construction) amount to EUR 71,562,000, gross.The costs recognized in the budget for the new construction of Hall 005 (approved ES construction) amount to EUR 89,070,000, gross.The costs recognized in the budget for the new construction of Hall 015 (approved ES construction) amount to EUR 35.363,000 EUR, gross.all services / engineering services are to be coordinated with each other and agreed in close consultation with all parties involved as well as users and administration.the client attaches particular importance to integrative and low-interface project management.the project "New construction of halls 002, 005 and 015 (LBAK)" is to be realized using a partnership-based project management method (PAM). The aim of this approach is to optimize the project with integrated project execution (IPA) and lean management methods (Lean) in a multi-party contract (MPV) as an innovative approach to value-adding organization, planning and implementation in terms of deadlines, costs and quality. The plan is to conclude an MPV with an estimated 5 partners in addition to the client.
