The district is located in the southeast of Brandenburg and is part of the economic region of Lusatia. It covers an area of 1,657.45 km2, includes the independent city of Cottbus/Chó?ebuz, and borders the state of Saxony to the south and the Republic of Poland to the east.Together with its 11 municipalities, the district faces the challenge of structural change due to the lignite phase-out. In order for the district to develop positively in economic, ecological and social terms, the opportunities offered by structural development must be exploited, and a sustainable infrastructure is an indispensable prerequisite for this.The German federal government is promoting the development of high-performance broadband networks throughout Germany. The nationwide provision of high-performance broadband connections and the rapid roll-out of next-generation networks (NGA networks) is an important prerequisite for economic growth and rising prosperity.The Spree-Neiße/ Wokrejs Sprjewja-Nysa district aims to provide every household and business in its territory with a high-performance NGA broadband connection of at least 1 gigabit/s as quickly as possible, in line with the target formulated by the German government.Currently, broadband development is being implemented in the district's white spots. Despite all this, there are still areas and rural districts with inadequate broadband coverage.Based on the directive "Funding to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany" (Gigabit Directive 2.0 of 31.03.2023), the Federal Ministry of Digital Affairs and Transport (BMDV) promotes the expansion of gigabit-capable telecommunications networks as well as the use of consulting services for the technical support of corresponding projects and thus enables the expansion of the remaining underserved broadband spots with a powerful broadband connection.In order to achieve the goal of the district and the districts, cities and municipalities, which is to achieve an area-wide, sustainable and cross-municipal high-performance broadband supply, the possibilities of cross-municipal administration and planning should continue to be used in order to achieve synergy effects.To this end, the district will take over the preparation, implementation and processing of subsidized infrastructure measures for broadband development in the district for all municipalities of the district.For the preparation and implementation of the award procedure required for the implementation of the subsidy program as well as the application procedure for the final subsidy, the district Spree- Neiße/ Wokrejs Sprjewja- Nysa requires legal and technical/ technological, as well as economic advice.The subject of the contract is the preparation and support of an award procedure for the acquisition of suitable telecommunications providers for the implementation of the funding guidelines in the expansion area as well as the preparation and support of the application procedure for final approval of the grant according to the funding guidelines "Funding to support broadband expansion in the Federal Republic of Germany" -Gigabit-RL 2.0".
