The city of Wuppertal has over 350,000 inhabitants and is a growing municipality in the center of the state of North Rhine-Westphalia. As the school authority, it is responsible for the city's general education schools. The building management of the city of Wuppertal (GMW), which is wholly owned by the city, is responsible for the building management.

The school development plan of the city of Wuppertal (as of 2022) assumes an increase in the number of pupils at primary level of around 10% for the school years 2021\/22 to 2025\/26. Based on the age cohorts not yet enrolled in school and on the current population statistics of the city of Wuppertal, the future pupil numbers for the primary level can be determined in the medium-term planning period up to the school year 2027\/28; migration movements are also included in the forecast of future pupil numbers. Due to the very short-term space requirements, it has become necessary to erect temporary \/ mobile interim buildings at the locations until the 2025\/26 school year change before a longer-term expansion option.

In order to secure the demand for school places at primary level, eight locations were identified by Stadtbetrieb Schulen Wuppertal. These are spread across the entire city of Wuppertal. The GMW and an external partner examined the locations with regard to their potential for expansion with temporary classroom facilities, defined the installation locations and obtained the necessary building permits.

The GMW as the client ("AG") is awarding the purchase, rental and relocation of mobile classroom facilities at its locations in Gelsenkirchen for installation in the 2nd quarter of 2025 and commissioning on time for the 2025\/26 school year (01.08.2025). The initial service life of the facilities is 48 months.
