Description

Framework agreement on the conclusion of a framework agreement for the delivery and functional provision of an RFID tracking system for light rail vehicles of ÜSTRA together with associated services.
In the course of the project "Renewal of Traffic Technology" (EVT), in which tracking via route and GPS is already being implemented for the ITCS/operations control system of IVU Traffic Technologies AG (IVU), ÜSTRA intends to replace the previous triggering of train running announcements (ZFA) and displays via coupling coils in the track area with RFID tags. ÜSTRA has applied for a grant from the Landesnahverkehrsgesellschaft (LNVG), which has been approved in the form of a grant notice. The subject of the tendered service is the delivery and functional provision of an RFID location system, which includes all services for an integrated system. This includes at least the supply and installation of RFID tags in the track area, antennas and evaluation units on and in light rail vehicles, as well as the integration between these components and the interface to the ITCS on-board computer. The system to be offered must be implemented as a permanently functioning overall system by March 31, 2024 at the latest, and invoiced in an auditable manner. If this deadline is exceeded, there is a risk of repayment of the grant awarded by the LNVG.The use of RFID tags is intended to implement a future-proof and standardized system that can be flexibly expanded and renewed.The subject of the invitation to tender is the delivery, implementation and functional provision of an RFID tracking system including a maintenance contract for ten (10) years (maintenance contract with early termination option for the client for the tracking of light rail vehicles, which covers the entire ÜSTRA operating network for light rail vehicles.The maximum order volume over the entire contract period is EUR 2.5 million net. With the award of the contract to the most economical bid, the offered implementation of the operating technology for the installation of the RFID tracking system will be awarded. As part of the EVT project, the old on-board computers have already been replaced by new on-board computers. The aim is to set up a non-proprietary RFID location system that enables reliable location of the light rail vehicles for train journey announcements and displays.In order to be able to implement this project, all light rail vehicles must be equipped with antennas and evaluation units and RFID tags must be installed in the track area at all trigger points for registration and deregistration at stops, as well as at other constraint points such as switches and start/end points, tested in detail and, after approval by ÜSTRA, successfully commissioned by the supplier as a complete system.Details can be found in the management summary of the specifications attached as Annex 1. The specifications and other documents will be made available to the selected bidders after completion of the tender process. A prerequisite for participation in the competition is the submission of the confidentiality declaration (Annex 2).
