Description

The tunnel was designed and built in accordance with the guidelines for the equipment and operation of road tunnels in the 1994 edition (RABT 1994). In the years 2001 and 2005 2 operational drafts for the adaptation of the operational equipment were compiled. With the operational design from 2005, the extension of the existing plants was planned on the basis of the RABT 2003 in order to meet the increased safety requirements. The multitude of planned plant components has not yet been fully implemented or is already technically obsolete. With the introduction of the RABT 2006, the requirements for tunnel safety were further increased. This makes it necessary to implement the measures which have not yet been implemented with the current state of the art and at the same time to meet the requirements of RABT 2006 with the state of the art of the draft RABT of 30 March 2016. At the same time, a structural upgrade will be carried out in the tunnel. The construction works are jointly tendered. The engineering services for structural and operational upgrading are awarded separately. There is a concrete timetable for implementation throughout all construction phases. This results in requirements for on-site presence, which must be guaranteed day and night as well as at weekends. A more detailed description can be found in the draft of the engineering contract and in the tender documents for the construction project, which are available on the tender website. The scope of services includes the site supervision (construction supervision) and documentation of the operational upgrading of the technical planning technical equipment in accordance with § 53 et seq. of the German Atomic Energy Act. HOAI in performance phase 8 in accordance with § 55 HOAI in conjunction with Annex 15, No. 15.1 HOAI with basic services including supplements and special services. The basic services and special services of the site management of the civil engineering, traffic safety and road construction as well as the basic services and special services of the site supervision (site supervision) and documentation of ventilation and maintenance are performed by the client or outsourced to third parties. In addition, the plant supervision of the steel and prefabricated construction as well as the SiGeKo are outsourced to third parties by the client. The scope of services of the object supervision (construction supervision) and documentation includes all services of the tender documents of Part A3 - Technical description of construction: Operating technology with the exception of Sections 11 and 14 (including the associated parts of Part A1 - General description of construction) and Part B3 - Specification of services: Technical equipment other than Sections 26 and 44 (including the relevant parts of Part B1 - Specifications): General). The services are to be coordinated with the services performed by the client or awarded to third parties. The chargeable construction costs for the scope of services amount to approx. EUR 20.0 million (net) in accordance with the cost estimate of May 2018 (with exceptions). The object supervision (construction supervision) and documentation is provided in the basic services with a permanent on-site presence in shift operation (maximum 8 hours per person and shift) with at least one person per shift according to the execution in the construction form 4 day and night presence. The on-site presence is intended to ensure a high degree of control of the construction companies at the place of work and daily inspections.
