Description
The subject of the contract is the hazard analysis and evaluation of a total of 600 pc. asbestos-containing and possibly asbestos-containing fire dampers on the basis of the valid rules and regulations, in particular the Technical Rules for Hazardous Substances (TRGS) 519 and the LASI guidelines on the Hazardous Substances Ordinance LV 45 with the currently valid supplements:- Type inspection and examination of asbestos-containing and suspected fire dampers and their stop seals- Survey and documentation of the asbestos-containing components of the fire dampers with an evaluation of their condition- If necessary, sampling and laboratory analysis of the samples- Preparation of a detailed test report for each fire damper with an evaluation of the results and a recommendation for action.--The performance of the service shall be carried out within the normal working hours: Monday - Friday from 8:00 a.m. to 4:00 p.m. The Principal shall provide the Contractor with the available facilities, supply connections and operating materials (e.g. electricity, water, fuels) free of charge for the performance of its service and shall provide access to the technical facilities and supply connections. The AG shall not provide any manpower. -Attention! For the execution of the services in Lot 5, a safety inspection in accordance with § 8 SÜG (so-called Ü1) is required for the executing personnel. The following number of fire dampers is to be tested in the main locations 1-5:1.-3 asbestos-containing and 28 possibly asbestos-containing fire dampers; nine of these are not freely accessible2.-179 asbestos-containing and 55 possibly asbestos-containing fire dampers; all fire dampers are freely accessible3.-9 asbestos-containing fire dampers; seven of these are not freely accessible4.-15 asbestos-containing fire dampers; all fire dampers are freely accessible5.15 asbestos-containing fire dampers, eight of which are not freely accessible... The scope of services includes:-Obsite inspection, survey and evaluation of the asbestos-containing and suspected asbestos-containing fire dampers listed in the asbestos inventory list enclosed in the tender documents by suitable licensed personnel with special expertise in the evaluation of asbestos-containing fire dampers [e.g. expert or expert engineer/technician or remediation expert in the field of building pollutants certified by GVSS (Gesamtverband Schadstoffsanierung)]; the personnel employed also possesses the expert qualification in accordance with TRGS 519 or an equivalent qualification for the inspection of fire dampers containing asbestos-performance of sampling at the regular suspected locations of the fire dampers (fire damper and stop seal), taking into account the local situation and after coordination with the AG for the analytical determination of the asbestos content, insofar as the suspicion of asbestos cannot already be clarified on the basis of the test mark and/or there are doubts about the asbestos content of components; If necessary, analysis of the samples taken by scanning electron microscopy with coupled energy-dispersive X-ray microanalysis (SEM/EDXA)-issuance of a statement (investigation and test report) with documentation of the condition of the asbestos-containing fire dampers with regard to their asbestos-containing components, assessment with regard to hazard potential and evaluation for further action with assessment of the urgency of further measures; further details, e.g. with regard to the contents of the asbestos-containing fire dampers with regard to their asbestos-containing components, assessment with regard to further action with assessment of the urgency of further measures; further details, e.g. with regard to the contents of the asbestos-containing fire dampers with regard to their asbestos-containing components Further details, e.g. regarding the contents of the documentation to be prepared, can be found in the attached sample test report.The Contractor shall perform the services in such a way that the safety of the technical equipment is maintained. The operational readiness is to be maintained during the performance of the services as far as this is possible. The performance of the service shall be carried out at least in accordance with the manufacturer's specifications and in accordance with all valid and relevant laws, regulations, in particular TRGS 519 and LASI - Guidelines on the Hazardous Substances Ordinance LV 45 with the currently valid supplements, the accident prevention regulations, standards, guidelines, etc., as well as the recognized rules of technology. The Contractor shall perform the work with his own company. He may transfer parts of the service to subcontractors with the prior consent of the Client. The Contractor shall be obliged to employ appropriately qualified specialists. The Contractor shall be obliged to provide or supply all equipment, tools and aids (e.g. measuring and testing equipment), materials and auxiliary materials (e.g. lubricants and cleaning agents) as well as suitable access technology (e.g. ladders, working platforms or comparable work equipment) and protective equipment etc. as well as all other equipment, aids and materials not explicitly mentioned.The Contractor shall document the results of the hazard analysis in an examination and test report for each business unit (BU) and building or part of a building in accordance with the specifications and shall hand them over to the Client within 4 weeks after completion of the inspection of the fire dampers of a business unit (BU)/property. The documentation of the results of the laboratory analysis of the sampling shall be attached as an appendix to the inspection and test report.---The time of the performance of the service shall be coordinated with the authorized representative of the CL in due time before the start. The Contractor shall plan the dates for the performance of the services in advance in accordance with the price sheet. For this purpose, the Contractor shall prepare a schedule within 4 weeks after the start of the contract. The dates shall be coordinated with the Client's representative (to be announced after the award of the contract), taking into account the internal processes of the user. The Contractor shall coordinate the planned date for the performance of the services with the Client's representative (to be announced after the award of the contract) again at least 2 weeks in advance and have the date for the actual performance confirmed in text form.Immediately after the award of the contract, the Contractor shall inform the Client of the persons responsible for the contract and the execution of the work.---For the fire dampers listed in the inventory, remuneration shall be agreed on the basis of the VAT rate applicable at the time the tax is incurred; remuneration shall be paid in accordance with the information in the price sheet. The price includes the following costs:- for the risk analysis and documentation as specified above- for the tools, equipment, aids and materials to be provided by the Contractor- all preparatory work and follow-up work- all ancillary costs resulting from the aforementioned services, e.g. travel, set-up, set-up site and transport costs, personnel costs, allowances, daily and overnight allowances, dirt and hardship allowances, overtime as well as Sunday and holiday surcharges travel costs for arrival and departureThe total number of fire dampers to be inspected may deviate from the number of dampers listed in the inventory list and in the price sheet. Invoicing shall be made for the fire dampers actually inspected.---The requirement items specified in the price sheet are additional services according to the order; there is no lump-sum claim to the commissioning and remuneration. The Contractor shall coordinate the planned date for the performance of the services with the Client's representative (to be announced after the award of the contract) again at least 2 weeks in advance and have the date for the actual performance confirmed in text form.Immediately after the award of the contract, the Contractor shall inform the Client of the persons responsible for the contract and the execution of the work.---For the fire dampers listed in the inventory, remuneration shall be agreed on the basis of the VAT rate applicable at the time the tax is incurred; remuneration shall be paid in accordance with the information in the price sheet. The price includes the following costs:- for the risk analysis and documentation as specified above- for the tools, equipment, aids and materials to be provided by the Contractor- all preparatory work and follow-up work- all ancillary costs resulting from the aforementioned services, e.g. travel, set-up, set-up site and transport costs, personnel costs, allowances, daily and overnight allowances, dirt and hardship allowances, overtime as well as Sunday and holiday surcharges travel costs for arrival and departureThe total number of fire dampers to be inspected may deviate from the number of dampers listed in the inventory list and in the price sheet. Invoicing shall be made for the fire dampers actually inspected.---The requirement items specified in the price sheet are additional services according to the order; there is no lump-sum claim to the commissioning and remuneration. The additional services shall be remunerated in accordance with the price sheet, if required, at the hourly billing rate specified therein, the surcharge for services outside the normal working hours, if any, and the travel costs offered (travel to and from the site); no working hours shall be remunerated for the travel time.---.The Contractor shall take out liability insurance covering property damage, financial loss, personal injury and risks for asbestos damage in the following amounts (maximized twice per insurance year) and proof of which shall be provided upon request:Property damage: € 1,000,000Personal injury: € 500,000Personal injury: € 2,000,000Risks for asbestos damage: € 100,000.---Caution! For the execution of the services, a safety inspection according to § 8 SÜG (so-called Ü1) is required for the executing personnel (see also item III.2.2).
