Description
The purpose of this contract is, jointly, the design and renovation of the existing building of the communal swimming pool of Spa as well as the construction of annexes to it, the renovation and reconstruction of its outdoor swimming pools and the development of its surroundings. It also includes the maintenance of the entire site and the equipment that depends on it. Throughout the entire process of programming, project design, execution of works and maintenance of the building, a digital model will be used in accordance with the BIM (Building Information Modeling) standard or collaborative work process. The Spa swimming pool is located at 9 and 11 Avenue Amédée Hesse, 4900 Spa is located on the cadastral parcels section H, 4/F and 251/D and is more fully described in the annexes to this contract.The refurbishment will consist of:- enlarging the swimming pool, building additional pools (paddling pool, training pool, slide pool),- completely refurbishing the changing rooms, sanitary facilities and showers,- fitting out related premises (reception, lifeguard room, etc...),- building a new swimming pool (swimming pool, swimming pool, etc...),- building a new swimming pool (swimming pool, pool house, etc...),- building a new swimming pool (swimming pool, pool house, etc...),- building a new swimming pool (swimming pool, pool house, etc...).) excluding the premises provided for the sports hall on the ground floor of the building (pool level),- renovation of the outdoor pools,- renovation and modification of the car parks (PMR accessibility) and surroundings,- general compliance of the site with the legal rules and standards applicable to the operation of a swimming pool,- compliance of ventilation systems and technical installations,- provision of a full level of accessibility of the infrastructures for people with reduced mobility and people with all types of disabilities,- minimising the carbon footprint of the site,- minimising the use of chlorine in swimming pools.The objective of the present contract is to create an efficient and modern swimming pool that meets the criteria of the guidelines of the SPW call for projects Sport Infrastructure Directorate (DGO1).78): 2014-2020 swimming pool plan. The dossier presented and accepted by the SPW in the context of the Spa swimming pool bid will serve as a reference and guiding principle throughout the contract. The minimum criteria set out in the bid dossier must be met. The full programme for this project and the bid dossier are described in greater detail in the technical clauses of these specifications and in the annexes.This is summarised as follows, the three parts listed below being the subject of studies and work relating to this contract:1) conversion and extension of the building with a floor area of approximately 1 550 m2 on two levels:- level 0: swimming pools, showers, collective and PRM changing rooms, sanitary facilities, technical rooms and related premises,- level 1: individual changing rooms, lockers, reception, cafeteria, offices and sanitary facilities.Development of the immediate surroundings and parking spaces; this part is subsidised in accordance with the rules of the SPW swimming pool plan mentioned above;2) conversion and redevelopment of the 2 outside pools and their immediate surroundings.This part will be the subject of a specific grant application to the SPW (Infrasport) sports infrastructure department in the context of small sports infrastructures;3) maintenance of the site for a period of 5 years, renewable for a further 5 years; as the city and its RCA must set an example, this programme must optimise intelligent energy management and the use of renewable energy sources. The installation of alternative energy sources is obligatory. The building will integrate all the necessary equipment and equipment.... (see contract documents).
