Background information:
SWAN Youth Service is a regional youth service based in North Inner-City Dublin. We work with young people aged 10-25 years. We work from a model of critical social education and endeavour to engage young people in processes which empower young people to critically evaluate their own experiences as well as wider social norms, and explore ways to have their voices heard and to understand the structural inequalities impacting them. We deliver informal educational programmes responding to the issues impacting on young people engaging through activities of interest to young people.
SWAN Youth Service have a voluntary board of management whose purpose is governance, oversight and strategic development of the service.

Our mission is to empower and facilitate young people to be critical thinkers, to have an equal voice, to make informed life choices so that they are valued in their own right, are active participants in their own lives, in their communities and in wider society.
Tender Document:
SWAN Youth Service is inviting tenders from suitably experienced and qualified individuals / companies to assist us in developing a four year strategic plan.
The main objectives of the tender are to:

Review our last strategic plan for strengths and weaknesses, reviewing the impact of our work on young people and the wider community.
Examine the Internal and external opportunities and challenges.
Consider our critical social education model and the opportunities in our work towards social change in the context of our mission and vision
Develop a framework and operational guidelines for the next Strategic Plan 2020-2023
Consult with key stakeholders to validate the draft strategic plan.
Through a consultative process to identify focus areas, objectives and outcomes that SWAN Youth Service staff will deliver through the new strategic plan.
Propose a strategy for achieving the strategic objectives and outcomes.

In Developing the strategic plan, the process will be cognisant of the following areas which are key to the future development of the service:

The development of the new UBU Your Pace Your Space funding Scheme.
The wider developments in the North-East Inner City Dublin in the context of the NEIC initiative.
Development of the new National Children’s and young People’s Policy as continued from Better Outcomes brighter future.
Other sectoral developments and legislative changes relevant.

The expected outcome of the Strategic plan is that SWAN will have a clear direction given the many internal and external changes. The 5 national outcomes as outlined in Better Outcomes Brighter Futures will strongly inform the development of the plan. As well as giving regard to the 7 personal and social development and outcomes, the plan will focus on the reinforcement of critical social education and the youth service as a conduit for social change is crucial in our work with young people for equality and social justice.
Those tendering are requested to set out clearly the programme of work to produce the 4 year strategic plan. The tender will be awarded and the programme of work adopted by the Board.
The tender submission should indicate the overall time-frame for completing the task together with the CVs of the people who will carry out different elements of the work. Referees from previous similar work should be listed.
Submissions should outline the proposers previous experience and demonstrate a depth of expertise required for the purpose of developing this strategic plan.
A method statement describing a proposed approach to be taken as well as a realistic timeframe for the project.
A total cost for the service should be provided. The price should be exclusive of VAT but the relevant rate of VAT should be indicated. The price should be quoted in euro. The maximum budget allocated to this project is €11,000 (including VAT).
Assessment Criteria
Tenders will be evaluated using the following criteria:

Methodology: To include eficiency of approach to the delivery of the project and it’s timeframe
Experience: Knowledge, expertise and experience of taking on similar work; Strategic planning, analysis skills and community consultation and engagement track record
