Description

With funding from the Inter-American Development Bank for a Power Sector Reform project, the Government of Suriname through its Ministry of Natural Resources invites Expressions of Interests for Drafting the first Energy Sector Plan (ESP).

It will have a 20-year long-term strategic view and a medium-term implementation plan for the next 5 years (2017-2022) in accordance with the Electricity Act 2016 (Elektriciteiteitswet 2016).

The ESP should include the following:

(I) Strategic Plan: A 20-year horizon plan, setting out the strategy to assure a sustainable electricity sector for Suriname and defining clear and quantitative targets to be achieved and the strategies to be followed in order to assure these targets;

(II) Technical Plan: Includes demand forecast for the next 5 years and the generation and network capacity expansion requirements; and

(III) Regulatory Plan: Including the identification of the required regulations, in order to enforce the adequate functioning of the sector. The proposed regulations will establish clear rules for all sector entities and will be enforceable by EAS. The regulatory plan will comprise technical, tariffs, and regulation aspects.
