Description
The purpose of this tendering procedure is to conclude Framework Agreements per Lot for the external hiring and consultancy assignments for the fields/components as described and specified in more detail in the Tender Documents.
For the Strategic Organisational Advice lot, COA intends to conclude a framework agreement with four parties, under which it has the option of awarding strategic-related contracts that may require both a mono and a multidisciplinary approach. A distinction can be made between two areas of expertise (referred to below as 1A and 1B), which may be either complementary or overlapping, depending on the assignments to be awarded within the framework agreement.The services requested for this lot can be broadly described as support for/advice on:1A. Organisational and management issues; 1B. Project and programme management. For the Real Estate lot, COA intends to conclude a framework agreement with three parties. The scope of this parcel concerns support and/or advice on- joint aliens locations (GVL) aimed at cooperation between parties such as COA, Repatriation & Departure Service and Immigration & Naturalisation Service, - development of new reception modalities,- feasibility studies and business cases aimed at optimising the qualitative and financial performance of the (future) property stock,- maintenance policy and implementation,- acquisition of locations including the associated administrative contacts,- property development projects (feasibility up to realisation),- sustainability. For this lot, COA intends to conclude a framework agreement with five parties. The requested services for this lot can be roughly described as support in/consultation on:- development trajectories in the organisation of the contracting authority and the implementation of these trajectories,- replacement, substitution and supplementation of existing positions,- communication projects and trajectories of COA also possibly with external parties such as chain partners, cooperation partners, municipalities and clients. For the HRM lot, COA intends to conclude a framework agreement with three parties. The requested services for this lot can be roughly described as support/consultation on:- temporarily fulfilling the role of HRM, HRM advisor or policy advisor and team head,- (co-)developing, implementing and evaluating policy or instruments,- advising management and employees on (the application of) existing HRM policy. For this parcel, COA intends to conclude a Framework Agreement with one party. Within the Framework agreement, COA has the possibility to make further assignments for the hiring of temporary employees for all fields applicable within COA. The contractor (broker) is responsible for the process of recruitment and (pre)selection of the temporary employees as well as for the administrative and legal process, including indemnification for/management of risks, control, responsibilities, administrative actions, invoicing and payment of the temporary employees.
