Background
In March 2018, Public Services and Procurement Canada (PSPC), on behalf of the Department of National Defence (DND), has launched a Pilot Project (PP) to establish a Supply Arrangement (SA) for the acquisition of Aviation Replacement Parts for the Twin Otter and the Buffalo. The purpose of the SA was to provide DND with a method of supply within the framework of the Government Contract Regulations that would streamline and expedite the procurement process of aircraft spare parts.
The proposed method of supply exceeded DNDÂ’s expectations and has proven to be a valuable tool for the organization. The prequalification of suppliers and the establishment of the basic terms and conditions for a specific range of goods allowed DND to save time and money. In June 2019, DND requested that PSPC expand the current PP to a full SA that would include other aircraft fleets.
Notice of Proposed Procurement (NPP) – W8485-184741/C
The purpose of this NPP is to expand the scope of products (GSIN Codes) of the SA and add four (4) aircraft fleets and give access to three (3) additional DND end users:
Globemaster III (DAP 4)
Aurora (DAP 6)
Tutor (DAP 5)
Chinook (DAP 8)
Buffalo (DAP 4) *
Twin Otter (DAP 4) *
* already within the SA
Qualifications:
Pre-qualified suppliers can maintain their offer for the Buffalo and Twin Otter or withdraw and/or cancel their arrangement;
Pre-qualified suppliers must submit a bid if they wish to qualify for the additional aircraft fleets; and
Allow new suppliers to submit bids to become pre-qualified suppliers for this SA.

A Notice will be posted at least once a year on the Government Electronic Tendering Service (GETS) to allow new Suppliers to become qualified. Existing qualified Suppliers, who have been issued a supply arrangement, will not be required to submit a new arrangement unless changes have been made to the Statement of Requirements of the SA.
