CHU Ste-Justine wishes to retain the Professional Services of Specialized Medical Centers (SMC) for various pediatric surgeries and endoscopic procedures.
The general pediatric surgeries and endoscopic procedures covered by this Specification are divided into the following TWO (2) lots:

Lot 1 - Pediatric general, ophthalmologic, urologic, plastic and ENT surgery;
Lot 2 - Pediatric digestive endoscopy under general anesthesia;

SPECIAL COMPLIANCE CONDITIONS :

must hold a Centre médical spécialisé (CMS) permit for all lots;


must hold, or be in the process of obtaining, Accreditation Canada accreditation for all lots;


must be a SMC where only physicians subject to an agreement under section 19 of the Health Insurance Act (chapter A-29, participant in the Quebec Health Insurance Plan (RAMQ)) practice, for all lots;


must propose an infrastructure located within the perimeter as defined in the Specifications, for all lots;

Tenders may be submitted electronically. Where applicable, bids may only be submitted via the electronic tendering system (SEAO).
N.B. Bidders are strongly encouraged to submit their bids electronically. It is not mandatory, however, to submit bids in paper format.
Sainte-Justine UHC will not accept the lowest or any bid received.
Only suppliers with a business office in Quebec or in a province or territory covered by an intergovernmental agreement and holding the required license(s) are eligible to bid.
A supplier registered in the Register of Companies Ineligible for Public Contracts (RENA) and whose period of ineligibility for public contracts has not expired, is not eligible to submit a bid; this case of ineligibility also applies to the bidder's subcontractors.
Subject to the provisions of clause 1.12.01 hereof, Contracts shall be awarded to any one of the selected SERVICE PROVIDERS whose bid price for the services to be procured does not exceed the lowest price by more than 10%.
The PUBLIC AUTHORITY may negotiate with all compliant BIDDERS whose prices exceed the 10% margin, but do not exceed 20% of the lowest compliant bidder's price, to enable them to reduce their prices to within 10% of the lowest compliant bidder's price.
This negotiation would take place prior to the conclusion of all contracts. For the application of this clause, the price of the Contract reduced by a SERVICE PROVIDER becomes the price submitted by the latter for the Service in question.
