BASED SOLELY ON AN AWARD FOR THE GRANTING OF A
CONTRACT FOR SERVICES OF A TECHNICAL NATURE - PROJECT NO. SRM 2024-03-01
SPECIALIZED HOUSEKEEPING SERVICES LOTS 1-2-3-7-8-9-12
OF THE SCHOOL SERVICE CENTRE ON THE SHORELINE
One-year contract plus two option periods
The Centre de services scolaires de la Riveraine wishes to obtain bids for the awarding of service contracts of a technical nature by lots, in order to carry out specialized housekeeping services, more specifically in the education sector, for a portion of its real estate holdings which include twenty-two (22) elementary schools, three (3) secondary schools, three (3) general adult education centres and three (3) vocational training centres.

Tenderers must present themselves at the main entrance of the establishments concerned.
Please note that no questions will be answered during the visit, but rather should be forwarded to the SCHOOL SERVICES CENTRE in writing, if applicable, once the visit is completed. In the event of a discrepancy between the verbal exchanges during the visit and the tender documents, the latter will take precedence.
The visit is non-binding, but the fact that a SUBMISSIONER does not participate in the visit cannot be used as an excuse or pretext for errors, omissions or irregularities on the part of a SUBMISSIONER. Furthermore, the SCHOOL SERVICES CENTRE assumes no responsibility to SUBMISSIONERS who did not attend the site visit for information that may have been presented during the visit.
RECEIPT AND OPENING OF BIDS
Submissions must be received in sealed envelopes, bearing the address sheet found on page 5 of Book 2, in two copies (original and one copy), on Wednesday, November 25, 2020 at 10:00 a.m., local time, during office hours, at the following address:

Bids received by fax or e-mail are not accepted.
Bids received after the deadline will be returned to bidders unopened.
Due to the Government's recommendations regarding VIDOC-19, in order to avoid gatherings, there will be no public opening of bids in person. Bids will be opened at the scheduled time and date, but will be webcast directly via a link on the School Service Centre's web page: www.csriveraine.qc.ca .
DURATION OF THE CONTRACT
The contract covered by this call for tenders will be for a period of twelve (12) months, from January 1, 2021 to December 31, 2021, with an option to renew for two (2) subsequent periods, one of one year (January 1, 2022 to December 31, 2022) and the other of one year and two months (January 1, 2023 to March 1, 2024).
INTER-GOVERNMENTAL AGREEMENT
Intergovernmental agreement means any agreement concluded between the Government of Québec and another government that has as its object access to government contracts, applicable to the call for tenders and mentioned, as the case may be, in the call for tenders notice published on the SEAO.
This public call for tenders is subject to the following intergovernmental agreements (update of thresholds January 1, 2020):
CAWQA Trade and Cooperation Agreement between Quebec and Ontario
CCFTA Canadian Free Trade Agreement (effective July 1, 2017)
AQNB Agreement on the Liberalization of Government Procurement in Quebec and New Brunswick (2008)
TENDER GUARANTEE
All bids must be accompanied by a bid security valid for a period of 45 days from the date and time of the deadline for receipt of bids. The bid security shall represent 10% of the total amount of the tender, excluding all applicable taxes, in the form of a certified cheque, money order, irrevocable letter of guarantee or bid bond issued in favour of the SCHOOL SERVICES CENTRE by a company legally authorized to act as surety.
PROCEDURE FOR THE RECEIPT AND CONSIDERATION OF COMPLAINTS
Under section 21.0.3 of the Act respecting contracts of public bodies (RLRQ, chapter C 65.1), public bodies covered by the Act respecting the Autorité des marchés publics (RLRQ, chapter A-33.2.1) are required to establish a procedure for receiving and examining complaints. To this end, the purpose of the procedure is to provide for the fair treatment of complaints made in connection with the awarding or granting of a public contract by the Centre de services scolaires de la Riveraine. It defines the steps for receiving and examining the complaint as well as the methods of communication.
The filing of a complaint under this policy must be made via the "Complaint Form for a Public Body" before November 9, 2020. You will find the complete procedure as well as the link to this form on La Riveraine's School Service Centre website in the Policies and Regulations section at the following address: www.csriveraine.qc.ca.
OTHERS
The SCHOOL SERVICES CENTRE does not undertake to accept the lowest or any of the bids received and opened.
