France - Special purpose aircraft

Description

As part of the overhaul of the training of air force fighter pilots, this contract will contribute to the operational transition phase (phase 4 of the training, currently on Alphajet). Under this contract, the contractor will make available: PC 21 aircraft, their environmental systems (mission preparation and recovery systems) and certain specific equipment. It will implement all of these resources. These resources will be acquired by the State during the course of this contract and it will carry out, at 709 Cognac air base, the infrastructure work to accommodate and implement the resources made available under this contract. It will also provide support for all market and infrastructure supplies. This contract is a defence or security contract on the basis of Article L. 1113-1-4º of the Public Procurement Code. It will be passed through a procedure with negotiation in accordance with the provisions of Articles L. 2324-1, L. 2324-3, R. 2324-1, R. 2324-3, R. 2361-1, R. 2361-8 to R. 2361-12 of the Public Procurement Code.This contract includes both lump-sum services and other services that may be ordered by purchase order in application of Article R. 2362-8 of the French Public Order Code, in application of Articles R. 2372-19 to R. 2372-21 of the French Public Order Code. Since this contract may involve significant technical uncertainties, it will include a share of supplies, services and works which could not be precisely defined in the initial public contract.
