SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC)

Dear Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation. Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all Offer materials for their records.

USAID seeks a development professional who is a subject matter expert on collective action, social movements and civic space. This position is located in the DRG Bureau. As a direct report to the CLM Office Director, or their designee, the Collective Action Advisor provides support to the CLM Office, other DRG Bureau offices, USAID Missions, and the Agency to advance thinking and approaches regarding collective action and social movements development as they relate to civil society, media, and democratic systems. The Collective Action Advisor will support the civil society team to integrate their respective issues with broader USAID development objectives to elevate issues within the Agency and enhance the impact of USAID programming across sectors. The Collective Action will also advance the DRG Bureau’s learning efforts to address gaps in knowledge, identify issues and trends, and collect best practices relevant to programming.
