I. GENERAL INFORMATION

6. PERIOD OF PERFORMANCE: one (1) year, with four (4) option years. However, the contractor's service will only be required on an intermittent basis, not to exceed 11-months of service per year. Options may be exercised based upon satisfactory contractor performance, mutual agreement between the Contractor and USG, continued Mission requirements and the continued availability of funds

9. STATEMENT OF DUTIES
BASIC FUNCTIONS OF THE POSITION:
The Senior Executive Management Advisor ("Advisor") position will provide supplemental intermittent support to the USAID/Ukraine Mission's Executive Office (EXO) during times of peak operational tempo or critical phases of other long-term projects. The position will report to the Supervisory Regional Executive Officer (S/REXO) or Deputy Mission Director, and will also provide intermittent support to the EXO during leave periods of the Supervisory Regional Advisor, or Cooperating Country National Supervisory Management Specialist. It is expected that support will be required on an intermittent basis for approximately three to six months in the initial year, and potentially less in any subsequent option years.
In the absence of the S/REXO, the Advisor will lead the EXO and serve as the focal point for administrative management functions, including HR, Information Technology, Administrative Procurement, Communications and Records, Travel, and management advisory services to the Ukraine, Belarus, and Moldova Missions. In this capacity, the Advisor serves as the principal management advisor to the Mission Director and mission staff, with full responsibility for providing leadership, advice, and staff support in the administrative management of the functional areas of management analysis; personnel management; office services management; budget planning, formulation, and control; procurement of commodities, services, supplies, equipment and maintenance services; travel; computer systems; and, communication resources. The Advisor is the focal point and is responsible for ensuring that adequate management and logistical support is provided for all mission administrative and program operations, and related contract activities. The Advisor may be required to travel to the USAID mission in Moldova and USAID country office in Belarus.
MAJOR DUTIES AND RESPONSIBILITIES:
1. In the absence of the S/REXO, plans, directs, and administers the management program of the mission; supervises the EXO staff and directs the management planning and service activities within the mission's management and administrative complex.
2. Develops, interprets, and assures implementation of administrative management policies, regulations, and procedures and maintains a constant awareness of and assures compliance with cooperating country statutory or other regulatory requirements affecting administrative management services of the mission or its employees.
3. Establishes effective working relationships with the cooperating government (as needed), its business community, and with other U.S. Government, voluntary agencies, other institutions, and contractors operating within the cooperating country.
4. As a senior staff officer, participates in the formulation of mission management policies. Advises the S/REXO on administrative and management related issues, and supports mission management related working groups or projects.
5. If the advisor is delegated an appropriate USAID warrant, exercises contract authority for entering into/modifying contracts to purchase goods, services (personal and non-personal services), supplies, facilities, and equipment. Provides technical guidance and expert advice on project management and contracting procedures.
6. Develops and prescribes appropriate internal mission management systems and policies. Plans and directs continuous evaluation of the organization, staffing, and services of the mission to ensure maximum utilization of material and human resources.
7. Plans and directs the personnel management program for American, Foreign Service National, and third country national employees. Advises on manpower development, employee relations, and employee benefits. Participates with U.S. Embassy and other U.S. agencies in local wage surveys and other joint personnel policies and operations.
8. Analyzes mission management requirements and support the development of administrative/Operational Expense budgets. Directs the administration of current support budgets, insuring prompt obligation of established object class funding.
9. Represents the mission in developing and administering support agreements and budgets with the Embassy, assuring that the mission receives the type and levels of support for which reimbursement is made. Serves as mission interface to Embassy ICASS.
10. Provides overall direction for the mission's general services functions, which include property accountability, and disposition; disposal of expendable and non-expendable supplies, automotive and office equipment, etc.; and, develops and implements standards for issuing, controlling, and maintaining mission property.
11. When needed, the Advisor will approve/authorize/obligate funds for official travel (on paper Travel Authorizations and in the E2 system), and obligate funds under various miscellaneous obligating documents (including SF-1190s, SF-182s, Awards for Personal Services Contract staff, etc).
12. In the absence of the S/REXO, administers the mission's security program under the guidance of the U.S. Embassy Security Officer. The Advisor may serve as unit Security Officer for the mission, as alternate mission Disaster Resource Officer; mission Accountable Property Officer, Claims Assistance/Investigating Officer, Information Systems Security Officer, Joint Awards Committee Representative, Inter-Agency Housing Board member, Motor Vehicle Usage Officer, Privacy Liaison, Property Management Office, and Records Liaison Officer.
13. Provide coaching, mentorship, and on-the-job training (as needed) to EXO and mission staff on administrative management related issues.
The incumbent may also be required to complete mandatory security, information technology, and orientation trainings, including the 5-day Foreign Affairs Counter-Threat (FACT) course in the United States, prior to beginning work at the Mission.
SUPERVISORY RELATIONSHIP:
The incumbent will work under the direct supervision of the Supervisory Regional Executive Officer (S/REXO) or Deputy Mission Director

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
Education: A bachelor's degree or higher (or international equivalent) in management, business, economics, political science, area studies, and/or related field to the Statement of Duties is required.
Prior Work Experience: a minimum of 10 years of experience in one or a combination of fields of administrative management for a USG agency, USG Implementing Partner, Non-Governmental Organization, and/or other donor in the international development arena, is required. Experience must include:
• At least one year experience at the senior (office director or above) level within an organization specializing in international development
• At least seven years of supervisory experience
• At least five years of experience as a warranted contracting officer or procuring official
• At least five years of overseas work experience
Only offerors clearly meeting the above minimum qualifications will be considered for further evaluation.
Security and Medical clearances: The ability to obtain the required security and medical clearances in a reasonable timeframe is considered a minimum qualification. See Section V.
III EVALUATION AND SELECTION FACTORS
Selection Process and Basis of Evaluation: Offerors who clearly meet the aforementioned minimum education and work experience qualification requirements may be further evaluated through review of the offeror's submitted required documents (see section IV below) and ranked based on the below evaluation and selection factors. A competitive range may be established of the highest-ranked offerors, who may be further evaluated through technical tests, interviews, and reference checks to determine the most qualified/highest-ranked offerors. Reference checks may be conducted with the highest-ranked offerors. Reference checks may be conducted with individuals not provided by the offeror. Any offeror not receiving satisfactory reference checks will no longer be considered for the position. Negotiations may be conducted with the most qualified/ highest-ranked offerors at the conclusion of evaluations.
Education (10 points): A bachelor's degree or higher (or international equivalent) in management, business, economics, political science, area studies, and/or related field to the Statement of Duties is required.
A master's degree or higher (or international equivalent) in one of the above fields is desirable.

Experience in Human Resources, especially within the USG, is desired.
Knowledge (25 points): A mastery level/highly specialized knowledge related a broad array of administrative management fields, is essential, including: Human Resources, Personal Services Contracting, Simplified Acquisition contracting, USG Travel procedures/policies, Information Technology, Security, Logistical and administrative support, and organizational management in an overseas, multi-cultural context.
Skills and Abilities (25 points):
Demonstrated Skills and Abilities in the below areas are essential:
● Superb, native-level (or equivalent) English communication skills (written and spoken) are required.
● Excellent interpersonal skills and the ability to work professionally in a high-stress, multi-cultural team setting with diverse stakeholders;
● Ability to develop relationships and professionally represent USAID before senior interlocutors on a broad array of administrative management issues.
● Demonstrated ability to supervise staff and work flows, and to participate as a solid team member while providing leadership in his/her areas of competence, is required.
● Excellent ability to work independently with minimal supervision along with the ability to manage multiple projects and prioritize on tight deadlines.
● Excellent ability to research, interpret, and explain USG administrative management related policies, regulations, and guidelines covering a variety of unusual and/or complex administrative issues.
● Intermediate user skills in following IT applications and platforms: Google and Google Calendar, Microsoft Office suite (especially Excel and PowerPoint)

IV. APPLYING
1. Eligible Offerors are required to complete and submit all the following documents and information in order to be considered for the position:
a. Completed and signed form AID 309-2,"Offeror Information for Personal Services Contracts," available at https://www.usaid.gov/forms/aid-309-2. Only include base salary information in box 4 of sections B and C. Do not include bonuses, differentials, cost of living allowances, or other types of compensation. During negotiations, salary history may be verified through pay slips, earnings and leave statements, or other appropriate documentation.
b. A cover letter of no more than 2 pages that demonstrates how the Offeror's qualifications meet the evaluation and selection factors in section III of this solicitation;
c. A resume or curriculum vitae (CV) of not more than 3 pages which, at a minimum, describes education, experience and career achievements relevant to the evaluation and selection factors in section III of this solicitation;
d. Names of three professional references, including at least one current/former supervisor, that have knowledge of the offeror's ability to perform the duties set forth in the solicitation. This information may be included in the cover letter or resume/CV.
Late, incomplete, and/or un-signed offers will not be considered

V. PRE-AWARD DOCUMENTATION / LIST OF REQUIRED FORMS FOR PSC HIRES
Once the Contracting Officer (CO) informs the successful Offeror about being selected for a contract award, the CO will provide the successful Offeror instructions about how to complete and submit the following forms, needed to obtain medical and security clearances.
1. Medical History and Examination Form/ Medical Clearance Update (DS-6561/DS-3057)
2. Questionnaire for Sensitive Positions for National Security (SF-86), or
3. Questionnaire for Non-Sensitive Positions (SF-85)
4. Finger Print Card (FD-258)
Timely completion and submission of the required documents are needed to obtain the necessary Security and Medical Clearances. Failure of the selected offeror to accurately complete and submit required documents in a timely manner may be grounds for the CO to rescind any conditional pre-contract offer letter and begin negotiations with the next most qualified/highest ranked offeror. Selected offerors who are unable to obtain required Security and Medical Clearances in a reasonable timeframe are considered un-qualified for this position.
Within 2 weeks after written notice from the CO that all required clearances have been received, or unless another date is specified by the CO in writing, the selected offeror shall proceed to Kiev, Ukraine to perform the services specified in section I, item 9.

Kyiv currently has a 20% Post Differential allowance. The USPSC will be reimbursed for the costs for travel, lodging, meals and incidentals, as prescribed by the Standardized Regulations (Government Civilians, Foreign Areas), as from time to time amended. FICA and federal income tax will be withheld by USAID.
VII. TAXES
USPSCs are required to pay Federal income taxes, FICA, Medicare and applicable State Income taxes.
