Description

The subject matter of the contract is: A. supply, installation, implementation and granting of all necessary and perpetual non-exclusive licenses for the IT recording and payment system for improving the control of payment of environmental charges through creation and modification of databases of the entities obliged to settle these charges; B. maintenance services, including the service of instruction and author's care of the above-mentioned IT system provided by the Contractor within 36 months from the completion of task A.
The subject matter of the contract is:A. supply, installation, implementation and granting of all necessary and indefinite non-exclusive licenses for the IT recording and payment system for improving the control of payment of environmental charges through creation and modification of databases of the entities obliged to settle these charges, which includes:1.1. Collection, processing and archiving of data on the use of the environment, charging environmental charges and drawing up statistical statements and reports, processing of information on the scope of use of the environment, in particular to:I. environmental charges;II. product charges, additional product charges;III. deposit charges and charges for public education campaigns;IV. charges for failure to achieve the required level of recovery and recycling of waste from end-of-life vehicles;V. Annual and registration fees and charges;VI. fees and penalties for the removal of trees or shrubs;VII. recycling fees;VIII. security of claims and other;1.2. accounting of proceeds from the above fees, their redistribution to environmental protection funds (the National Fund for Environmental Protection and Water Management in Warsaw - the National Fund for Environmental Protection and Water Management and the Voivodeship Fund for Environmental Protection and Water Management in Gdańsk - the Voivodeship Fund for Environmental Protection and Water Management), budgets of poviats, communes, voivodeships and the state and their recovery;1.3. maintaining a publicly available list of data on documents containing information about the environment and its protection;1.4. management of users and rights to the system;1.5. registration of incoming and outgoing correspondence;1.6. support for the legal care system;B. service services, including instruction and author's care of the above mentioned IT system provided by the Contractor within 36 months from the date of completion of task A.2.Detailed description of the subject matter of the contract has been described in Annex 1 to the ToR and in the model agreement constituting Annex 9 to the ToR.3 Wherever standards, approvals or trademarks or sources of origin (names of manufacturers or equipment) are referred to in the description of the subject matter of the contract, these provisions should be treated as examples, and the Economic Operator has the right to apply an equivalent solution in each case, with the proviso that the proposed equivalent solutions must meet at least the assumptions specified in Annexes 1 and 9 to the ToR.4 An Economic Operator may entrust performance of a part of the contract to a subcontractor. The Contracting Authority shall demand that the Contractor indicates the parts of the contract which it intends to entrust with subcontractors and that the Contractor indicates the companies of subcontractors (if known).5 The Contracting Authority does not reserve the obligation for the Contractor to personally perform the installation and deployment work under the supply contract.6Additionally, the Awarding Entity informs that: a) it does not allow for submission of variant bids; b) it does not allow for submission of partial bids (the contract has not been divided into parts); c) it does not provide for awarding the contracts referred to in art. 67 sec. c) does not provide for awarding contracts referred to in art. 67 par. 1 item 7 of the PPL Act; d) settlements between the Awarding Entity and the Economic Operator will be made in PLN; e) the procedure will be conducted in the Polish language; f) does not allow for advance payments; g) does not provide for an electronic auction; h) does not provide for reimbursement of costs of participation in this procedure; i) does not provide for concluding a framework agreement; j) does not provide for establishing a dynamic purchasing system; k) does not stipulate that only Economic Operators indicated in art. 22 item 2 of the PPL Act may apply for the contract award.
