Description

Development of a system for grading examination papers with the use of information technology within the project "Screen-based assessment: "Development of a system for grading examination papers with the use of information technology", implemented under the Operational Programme Digital Poland, priority axis: II E-administration and open government, Measure 2.2 Digitalisation of back-office processes in government administration. The beneficiary of the project is the Central Examination Commission. The main objective of the project is to improve processes related to the evaluation of the work of the eighth-grade examiner in selected subjects (mathematics, English, additional subjects since 2022 - biology, chemistry, physics, geography, history) carried out by CKE and 8 OKE, by creating a new IT system (modern and functional web application), adapted to the conditions of the Polish examination system.
1. development of a system for grading examination works with the use of information technology within the project "Screen-based assessment: "Development of a system for grading examination works with the use of information technology", implemented under the operational programme Digital Poland, priority axis: II E-administration and open government, measure 2.2 Digitisation of back-office processes in government administration. The beneficiary of the project is the Central Examination Commission. The main objective of the project is to improve processes related to the evaluation of the work of the eighth-grade examiner in selected subjects (mathematics, English, additional subjects since 2022 - biology, chemistry, physics, geography, history) carried out by CKE and 8 OKE, by creating a new IT system (modern and functional web application), adapted to the conditions of the Polish examination system. The system for remote assessment will enable, among other things, checking scanned examination papers on examiners' home computers, automatic collection of assessment results in an electronic version, support of assessment quality control, reporting of the assessment process and exchange of information between examiners and the team supervising their work. Moreover, it will allow, among others, to increase the number of exams covered by e-evaluation, increase the number of examiners using an IT tool to evaluate task solutions, increase the quality of evaluation of examination works from the eighth-grade examiner thanks to examiners' specialization in evaluating specific tasks.The maximum remuneration of the Contractor for activities related to: - development and approval by the Contracting Authority of conference materials for examiners and for conducting a conference for examiners in accordance with OPZ (stage VII and VIII) cannot exceed 2.22% of the Contractor's remuneration for the execution of the basic order, - development and approval by the Contracting Authority of training materials for CKE and OKE staff and for conducting training by the Contractor (stage V and VI) cannot exceed 6.88% of the Contractor's remuneration for the execution of the basic order.Should the above mentioned percentage threshold be exceeded in the bid submitted by the Economic Operator, the Contracting Authority shall reject such a bid pursuant to art. 89 par. 1 item 2 of the PPL Act. At the same time, in the report referred to in § 4 par. 11 of the model contract (Annex 9 to the ToR) expenditures for cloud resources cannot exceed 9%.2. The Contracting Authority does not allow partial bids.3Within the framework of the contract, the task of the Economic Operator shall be to carry out subsequent stages of the project, the completion of which five milestones shall set milestones, in accordance with the principles, methodology and schedule defined in the feasibility study (Annex 4. to ToR), including: - development of a technical design of the e-evaluation IT system in accordance with the ToR and To ToR,- development of a prototype of the system, containing the main elements of the interface; the prototype of the system shall be subject to evaluation and acceptance by the Contracting Authority,- development of an IT system (using the cloud infrastructure), compliant with the ToR and ToR, taking into account KRI and WCAG 2.0 level AA, having a user interface (GUI) and equipped with documentation and instructions in Polish,- integration of the created IT system with systems already owned or used by the Contracting Authority, i.e. SIOEO, SIOEPKZ, ABBY Flexicatpure, KSDO,- developing guidelines for the target infrastructure and transmitting them to the Employer and migrating the IT system to the target infrastructure, performing its installation, testing on the production environment,- providing - warranty service,- preparing, organizing and conducting training courses and materials,- preparing, organizing and conducting about 70 conferences.
