Description
The subject matter of the contract are services marked with the title "Winter maintenance of district roads of Piła County for the years 2020-2023". The subject of the contract are services related to winter maintenance of poviat roads of the Piła Poviat, which include: snow removal, removal of slippery surface (gołoledzi) from the surface of roads included in the "Plan of winter maintenance of poviat roads of the Piła Poviat for the years 2020-2023" which constitutes Annex 7 to the ToR. This plan will constitute an annex to the agreement. A detailed description of the subject matter of the contract, in particular: definition of roads, standards of maintenance of individual roads, length of sections covered by winter maintenance, traffic organization, on-call duty system and the list of persons on behalf of the contracting authority responsible for winter road maintenance is included in Annex No. 7 to the ToR - the plan of winter maintenance of county roads of the county of Piła for the years 2020-2023.
The contractor is obliged to be ready for winter road maintenance (ZUD) in the period from 1 November to 31 March of each year covered by the contract. The equipment for winter road maintenance should be prepared at the beginning of the season to such an extent that it can be ready to take up the action on the road at the time agreed with the Piła Poviat Road Administration on duty. The Contractor shall ensure that the services are performed with technically efficient equipment, equipped at the Contractor's expense with warning lamps in accordance with applicable regulations and recommendations of the Contracting Authority. Snow plough carriers should have front plows installed. Motor vehicles used to carry out works on clearing the roads of snow and removing winter slippery slope shall be equipped with a yellow warning light signal. In the event of equipment failure, the contractor shall provide the necessary amount of replacement equipment. The amount and type of equipment to be launched for full ZUD action shall be decided by the contractor. The number and type of equipment to be launched for a partial ZUD action is decided on behalf of the ordering party on duty for the ZUD action.2 The duration of the entire full ZUD action may not exceed 10 hours from the moment of issuing an order to launch the action by a ZUD action officer on duty.3. The Contractor is charged in particular with the following obligations:1) after receiving information from the on-duty ZUD action on increased readiness, remain in full readiness; 2) commencement of the ZUD action within a maximum of 2 hours from the issuance of an order to launch the action by a ZUD action officer on duty or at a predetermined time by a ZUD action officer on duty,3) recording in the equipment log, the equipment call time and the start and end time of the active ZUD action;4) informing the ZUD action on duty on the phone about the completion of the work under the agreement and about the situation on the roads during the operation; 5) notifying the ZUD action on duty about the equipment failure, specifying the expected repair time and type of substitute equipment used.The ZUD action is commenced only at the request of the ZUD action officer on duty.4Contracting authority's obligations:1) each time informing the contractor of the necessity to undertake activities and type of winter road maintenance services;2) confirming the scope, place and time of performance of individual services in equipment work logs and in the on-call duty log.5 The quantities indicated in Annex 1 to the ToR - the offer form, except for the quantity specified for the price of standby for ZUD action - are estimated quantities used to calculate the offer price, compare submitted offers and select the contractor. Actual quantities will result from conducted ZUD actions. The Contracting Authority informs that the amount of funds allocated for the execution of the contract is specified in the financial plan.6In the event of an intention to entrust the performance of a part of the contract to subcontractors, the contractor is obliged to indicate the part of the contract it will entrust to subcontractors and indicate the names of the subcontractors and submit a uniform document on subcontractors (pursuant to Art. 25a para. 4 item 1 of the PPL).7. Terms of payment:1) the contractor's remuneration for the performed scope of services will be calculated on the basis of unit prices specified in Appendix No. 1 to the ToR - tender form; 2) payment for the performance of the service will be made each time after launching the ZUD action for the services performed and confirmed in the work and duty logs, on the basis of invoices confirmed by a representative of the District Road Administration in Piła; 3) payment for standby for the ZUD action will be made for each completed month of standby on the basis of invoices confirmed by a representative of the District Road Administration in Piła. The order covers in each winter season - 2020/2021, 2021/2022, 2022/2023 - five months of standby, i.e. from 1 November to 31 March.
