Description
Dormagen-Rheinfeld wastewater treatment plant: Recycling of sewage sludge and grit as well as transport of screenings:- 75 containers - collection, transport and weighing of screenings;- 360 tonnes - collection, transport, weighing and material recycling of grit;- 25 500 tonnes - collection, transport, weighing and thermal recycling of sewage sludge for a period of 3 years for lots 1 and 2, and 8 years for lot 3.
The screenings of the Dormagen-Rheinfeld sewage treatment plant are produced in washed and pressed form in a quantity of currently about 25 containers with a capacity of 10 m3 per year. The average transport weight is about 3 t screenings/container and over the order period of 3 years, this will result in about 75 containers of screenings. For this purpose, 2 containers of 10 m3 each are to be provided, taken over individually and transported The quantities of screenings stated here are empirical values from the past 2 years. The services to be provided by the contractor are as follows - Provision of suitable 10 m3 containers;- Acceptance, weighing and transport to the Neuss-Grefrath recycling plant;- Acceptance, weighing and transport to the Dormagen-Rheinfeld sewage treatment plant;- Screenings produced at the Dormagen-Rheinfeld sewage treatment plant must be accepted, weighed and transported away by the Contractor by arrangement and on request by the Client;- The Contractor must provide a description of the transport when submitting a quotation! The services to be rendered by the Contractor are - Acceptance and weighing;- Transport, intermediate storage, if necessary;- Professional treatment and recycling;- Documentation for the entire grit chamber accepted during the recycling period;- Documentation for the entire grit chamber accepted during the recycling period;The Contractor must submit the following with the submission of a tender:Description of transport, intermediate storage or transhipment;designation of operator and location as well as a detailed description of the treatment measure or the treatment or recycling process The plant for treatment or recycling must be approved in accordance with the Federal Immission Control Act. The BImSchG permit must be enclosed with the offer in extracts The services to be provided by the contractor are: - Provision of containers;- Acceptance of the sludge and transport;- Intermediate storage, if necessary;- Thermal utilization;- Documentation for the entire sewage sludge accepted and utilized during the utilization period;- Special requirements for the thermal utilization of the sewage sludge The method of thermal utilization chosen here is considered to be the most ecologically sensible, since utilization in agriculture is not reliably possible due to the limit values of the fertilizer ordinance.In the following, thermal utilization is understood to mean, for example, the thermal utilization of the sewage sludge - in mono-incineration plants,- in co-incineration in coal-fired power plants;- in co-incineration in cement works or- in waste incineration plants.the Contractor must submit a description of the disposal concept and the incineration site to be charged with the offer. This must include the following information:- Conclusive figures on the quantities of waste to be disposed of and their whereabouts. The thermal disposal facilities planned for the period 2020-2028 must be listed here with the corresponding disposal quantities for each individual year of the contract period:- Description of the procedure for ensuring safe disposal. This must describe in a comprehensible and plausible manner the procedure of the Contractor in the event that either:-- an offered thermal waste disposal plant has to be taken out of operation for a longer period of time or o an offered incineration plant which has not yet been completed is not commissioned or is delayed. At least 3 verifiable references on the performance of thermal disposal of sewage sludge from the years 2017-2020;- description of container provision and transport, designation of the location of the calibrated scales;- for each intended incineration location:- operator of the plant;- commissioning, plant capacity and running time;- necessary scope and frequency of investigations;- description of the technical process. This must be demonstrated by the following proof:- by presentation of a verifiable certificate from the competent authority that the offered process for thermal sewage sludge disposal constitutes a recovery measure;- or by - presentation of verifiable proof showing that the dewatered sewage sludge from the Dormagen-Rheinfeld sewage treatment plant has been treated before incineration without the use of additional fossil fuels or electrical energy, e.g. by means of a heat recovery process. e.g. with otherwise unused waste heat or solar energy, to a calorific value of at least 5,000 KJ/kg and that fossil fuels are ultimately substituted within the entire process chain of thermal utilization, consisting of the aforementioned pre-drying and subsequent incineration.Only when this proof is available can the Dormagen sewage sludge be used for thermal utilization.
