Project: Sanitary and storm sewer replacement -

The municipality of Grosses-Roches, owner, wishes to obtain bids in sealed envelopes to retain the services of a general contractor to carry out sanitary and storm sewer replacement work (section I020 and I044) in Grosses-Roches.
This work must meet the technical requirements mentioned in the technical specifications and plans in this specification, subject to any standards or requirements prescribed by the laws or regulations in force.
Bids must be valid for a period of 90 days from the bid opening date. Bids will be received on or before September 24, 2019, 11:00 a.m., at the municipal office building of the Municipality of Grosses-Roches, 122 rue de la Mer, C.P. 69, Grosses-Roches (Québec) G0J 1K0. Bids must be submitted in a sealed envelope marked "Bid - Sanitary and Storm Sewer Replacement Works - Sections I020 and I044" and the name of the bidder.
To be admissible, bids must meet the requirements set out in the specifications and be returned to the Municipality duly completed. No changes should be made to the official submission form and its annexes. Submissions, in duplicate, must be typed, except for signatures and initials.
The Municipality does not undertake to accept either the lowest or any of the bids received in the context of this call for tenders.
1. AVAILABILITY OF DOCUMENTS: All persons or companies must obtain bidding and quotation documents through the Electronic Bidding System (ECOS) at the following address: https://www.seao.ca/index.aspx.
2. GUARANTEE Any bid must be accompanied by a bid security representing 10% of the total amount of the bid, excluding all applicable taxes, valid for a period of 90 days from the opening date of the bids, in the form of a certified cheque, irrevocable letter of guarantee or bid bond issued by a financial institution that is an insurer holding a licence issued in accordance with the Insurance Act (R.S.Q.., c. A-32) authorizing it to carry on surety insurance, a trust company holding a licence issued under the Act respecting trust companies and savings companies (R.S.Q., c. S29.01), a financial services cooperative governed by the Act respecting financial services cooperatives (R.S.Q., c. C67.3) or a bank within the meaning of the Bank Act (S.C., 1991, c. 46), failing which the tender will automatically be rejected.
3. SUBMISSIONER Only persons, companies, companies or corporations with an establishment in Quebec are authorized to submit bids.
4. Bids for sanitary and storm sewer replacement works - section I020 and I044 at Grosses-Roches must be typed, except for signatures and initials, in duplicate on the forms available on the SEAO website.
5. SENDING SUBMISSIONS Any submission should be addressed to the attention of : Mrs. Linda Imbeault, Director General Municipality of Grosses-Roches 122, rue de la Mer, C.P. 69 Grosses-Roches (Québec) G0J 1K0
All bids must be received by the Municipality by 11:00 a.m. on the 24th day of September 2019.
6. OPENING OF SUBMISSIONS Bids will be opened publicly on Tuesday, September 24, 2019 at 11:05 a.m. at the Grosses-Roches Municipal Office at 122 rue de la Mer, P.O. Box 69, Grosses-Roches, Quebec G0J 1K0.
