Description

Due to the current operating situation, the Munich District Office is looking for a company to take over the management of the bio-digestion plant within the framework of a short-term contract award, starting on 01.08.2022. This is the "shutdown" operation management, although the actual process of the plant, the fermentation of biowaste no longer takes place. The activities require certification as a specialized company according to WHG. The duration of the plant management is initially limited to 12 months (i.e. 31.07.2023) and can be extended by 3 months if required by the AG.
The district of Munich is the owner of the biowaste anaerobic digestion plant Kirchstockach (BAVA), in which 30,000 Mg of biowaste of the district were processed annually. It is a plant approved in accordance with the BImSchG (Federal Immission Control Act). In the context of a change of operator as of 31.12.2021, the plant was shut down, and the feeding of biowaste was discontinued as of 01.11.2021. In the meantime, the entire fermentation process has come to a standstill and all containers will have been opened, emptied and gas-free tested before the end of the first half of 2022. In the current calendar year, the further procedure with regard to the recommissioning of BAVA will be decided and initiated.Part of the plant (delivery hall, exhaust air fan, exhaust air purification, etc.) will continue to be used in parallel as a transfer station for biowaste since 01.01.2022. The operation of the transfer station and the use of these plant parts is carried out by the Zweckverband München Südost (ZVMSO).Currently, the plant is managed by an interim operator, who carries out the so-called "return", as well as the emptying and preservation of the process containers. The interim operation ends on 31.07.2022. A smooth transition to the property support/shutdown operation (L/S) advertised here is desired. Possible short-term overlap of operations is possible. The services advertised herein are for a period of 12 months for property support of the facility not in anaerobic digestion operation. They serve both the pure administration and the maintenance and servicing of defined components. Since a small part of the plant will continue to be used in parallel, the plant components and infrastructure required for this purpose are to be kept in working order. The responsibilities and the separation from the activities of the operator of the transfer station are clearly defined.
