Description

The district of Neustadt a. d. Waldnaab intends, in fulfilment of its statutory disposal task, to award the nationwide collection of residual and bulky waste in the collection system in the WEST collection district of the district on 1.7.2019 for an initial period of 3.5 years by means of an EU-wide open tender procedure.A further component of this tender is the construction and operation of a collection/transfer point for waste electrical and electronic equipment (WEEE) for all 6 collection groups at which the WEEE collected by means of bulky waste collection as well as by direct delivery by residents of the WEST district are to be transhipped, with at least 20 hours opening time per week.The subject of this tender are thus the following services:- 14-day collection (emptying) of all provided and registered collection containers for residual waste in the entire WEST collection district of the Neustadt a. d. district. Waldnaab in collection system - approx. 4 250 Mg/a in 2017 (approx. 9 750 collection containers, stand 12/2017 and approx. 8 360 additional RM bags in 2017),- 2 times per year collection of bulky waste in the entire WEST collection district of the district of Neustadt a.d. Waldnaab in collection system. This consists of the fractions "bulky waste for disposal", "large old electrical appliances" *) and "scrap metal/old wood" - approx. 600 Mg/a in 2017, - transport and transfer of the collected residual waste quantities, as well as the "bulky waste quantities for disposal" to the Zweckverband Müllverwertung Schwandorf (ZMS)/Müllumladestation Weiden i. d. OPf. of the Schwandorf waste power plant, - transport and interim storage of the "large old electrical appliances" fraction collected during bulky waste collection *) - EAG to its own collection/transfer point, - sorting of the EAG into appropriate group collection containers for transfer to the EAR,- Transport and transfer for recycling / marketing / disposal of the fractions "waste wood and scrap metal" collected during the collection of bulky waste to the appropriate recycler, - Recycling/marketing of waste wood and scrap metal, - Transfer for recycling/marketing/disposal of the EAG to the Stiftung Elektro-Altgeräte Register (EAR), or if required, to the AG or commissioned third parties,- establishment and operation of a collection/transfer point for EAG in the WEST district of the district of Neustadt a.d.Waldnaab.This invitation to tender does not cover:- disposal of residual and bulky waste quantities for disposal,- cleaning of residual waste containers,- distribution of residual waste bags (RM) to citizens or Issue points,- Provision of collection containers for EAG,- Transport of EAG from the collection/transfer point to the EAR / a recycler designated by EAR,- Other waste/ recyclables or their collection (e.g. yellow sack, waste paper, waste glass, biowaste, etc.). The quantities stated may change. It should be noted that the quantities stated are non-binding, that no sales guarantee can be derived from them and that changes in quantities within the range defined in Part B, Section 3.4 do not lead to any changes in the bid prices.The invitation to tender is made in accordance with the provisions of the Ordinance on the Award of Public Contracts (VgV) and the Act against Restraints of Competition (GWB).For further details, see order documents.
