Description

The object of the contract is the concession of the entire management of the tax on advertising and of the rights of public posters, and the service of billposting material, as well as the rent for the occupation of public spaces and areas, including, by way of example: preparation, printing and mailing of bills, good-natured notices, assessment notices, the management of refunds, tax injunctions, litigation at various levels of justice, compulsory collection, precautionary and enforcement activities, seizures, etc., The duration of the contractual relationship is 6 years renewable for further years 6. The value of the concession for the certain period of 6 years, 4 530 000.00 EUR (in case of technical extension of 6 months, 4 907 000.00 EUR)The total value of the assignment, pursuant to art. The total amount of the new concession (6 years), renewable for a further 6 years, based on the analysis of costs and revenues, has been estimated at EUR 10 200 000.00 net of VAT, including the possibility of a possible technical extension of 6 months and the activation of one or more services provided for by art. 21 of the specifications. The amount indicated in art. 21 was determined by taking as reference the measure of the current fee of the collection agent Agenzia Riscossione (ex Equitalia), while the estimate of possible costs was determined on the basis of the tables in the Ministerial Decree of 21 November 2000 and the average costs incurred by the entity for the enforcement activity carried out in the last three years.(a) for ICP DPA: premium, annual, basic place to tender and subject to discount, 21 %; guaranteed minimum, annual, basic place to tender and subject to increase of EUR 1 659 000,00; (b) for COSAP: premium, annual, basic place to tender and subject to discount, 12 %; guaranteed minimum, annual, basic place to tender and subject to increase of EUR 1 936 000,00.Estimated annual labour cost, pursuant to Article 95(10) of Legislative Decree 50/2016, EUR 300 000,00.Single Lot: this concession relating to both the management of the Advertising Tax (ICP) and the Rights to Public Works (DPA) and the Public Spaces and Areas Occupancy Fee (COSAP), as well as the billboarding/removal/disposal of posters and the installation/removal/replacement of plant engineering in compliance with the provisions of the current Advertising Plans is functionally inseparable and any subdivision into separate credit lines would entail an increase in both economic and management terms. Human resources (personnel) and tools (cars, software, printers, local/office equipment, etc.) would in fact be used, as is already the case with the current concessionaire, both to manage the tax on advertising and public billboard rights and COSAP, with a significant reduction in service costs and expenses. This formula would also offer the taxpayer a more streamlined and easier service by having to deal with a single subject and a single counter for the tax of advertising, for billposting and for COSAP.For the particular type of service does not need to precede the preparation of the DUVRI as in relation to the provisions in particular. 26, paragraph. 3, of Legislative Decree no. 81/2008 and the determination AVCP no. 3 of 5.3.2008, the need to prepare the DUVRI and the consequent estimate of safety costs relating to risks of interference for services for which execution within the contracting station is not envisaged was excluded, meaning all the premises/places made available by the contracting station for the performance of the service, even if not the headquarters of its own offices.
