Description
The city of Ribnitz-Damgarten plans the development of the former military property (gross approx. 60 million €) on the peninsula Pütnitz for tourism purposes. An essential part of the overall concept is the establishment of a vacation park with attractive accommodation and leisure facilities as well as the redesign and modernization of the technology museum with the associated open spaces, the construction of a water sports, leisure and recreation facility, the establishment of a riding school and the construction of an indoor/outdoor theme park. Due to the urban and landscape relevance as well as the size of the project, the city of Ribnitz-Damgarten invites tenders for the services of the project management according to § 2 booklet 9 AHO for the duration of the project, from the preparation, the site clearance (explosive ordnance clearance and remediation of contaminated sites), over the creation of building rights up to the completion of the amber resort.In the course of the ROV, numerous informative preliminary investigations were carried out on the explosive ordnance situation, contaminated sites, structural facilities, soil and ground water as well as nature and species protection.The site of the former military airfield with its buildings, structural facilities and taxiways is under monument protection (overall monument "Pütnitz Air Base"). According to the present master plan, Center Parcs Entwicklungsgesellschaft Germany mbH plans to realize a vacation park on the site. This is to be aimed primarily at families and vacations in nature. A year-round offer with extensive leisure, play and sports facilities is planned, which can also be enjoyed in bad weather in the central facilities (e.g. in an adventure pool). In addition, there will be gastronomic offerings and small-scale retail for the daily and vacation-related needs of guests. Center Parcs intends to build approx. 500 vacation homes (2,500 - 2,600 beds) and a further approx. 100 units in the form of vacation apartments / hotel apartments (500 - 600 beds) as well as central facilities for leisure, play and sports activities on the site. For the realization of the overall concept, the construction of a leisure harbor ("marina"), with publicly accessible leisure facilities, is of high importance.The vacation park is to be operated year-round and generate approx. 600,000 - 750,000 overnight stays per year. Construction is expected to begin in 2025. The opening is planned for 2027.In addition to the continuation, reconstruction and modernization of the technology museum by the Technik-Verein Pütnitz e. V., Supreme and the Technik-Verein plan to continue their events/festivals, each taking place once a year, as a temporary use of the "Pütnitz Triangle". Supreme plans a permanent offer of a variety of sports and leisure activities as well as camping and glamping. The tourist offer is supplemented by the settlement of the equestrian farm "Bernsteinreiter" in the eastern area of the property. The conversion of the property for tourism purposes requires a comprehensive investigation and remediation of explosive ordnance and contaminated sites, which also includes the demolition of numerous structures. In addition, there are numerous protected biotopes and other valuable nature conservation areas as well as forest areas in the project area, which borders the Bodden, which is partially designated as an FFH and bird sanctuary. The construction or upgrading of an access road from Saaler Chaussee and the ring road on the site are necessary for the traffic development of the project area. Likewise, the construction of a bypass is necessary to relieve the local area of Damgarten. The current project status follows from the project status report and the minutes of the project meetings.
The contract will be awarded in accordance with the VgV by means of a negotiated procedure with a competitive bidding process. The bidder who can be expected to provide the best possible solution to the task on the basis of the evaluation criteria will be awarded the contract.
