Federal building construction project: New accommodation of the main customs office Osnabrück and the customs investigation office Essen at the Nordhorn site with the associated parking deck, hereinafter referred to as "New customs building Nordhorn".The award of the planning for the new customs building Nordhorn is carried out in the VgV negotiation procedure with a preceding public competition.The following is commissioned:- the object planning for buildings according to Part 3, Section 1 HOAI 2021 for the work phases 2-8.- the technical equipment (Part 4 Section 2 HOAI 2021), work phase 2-8 for the KGR 410, 420, 430, 440, 450, 460, 470, 480 and 540.- the structural design according to § 51 HOAI for the work phases 2-6.The Bundesanstalt für Immobilienaufgaben (Federal Agency for Real Estate Tasks) intends to have a new building constructed for the HZA Osnabrück and the ZFA Essen at the Nordhorn location with an associated parking deck. This measure is intended to achieve the following objectives:1. re-location of subdivisions of the HZA Osnabrück and the headquarters of the ZFA Essen at the Nordhorn location2. Centralization of all functional areas3. Higher standard of equipment4. Implementation of the requirements for barrier-free construction of the federal government5. BNB certification, silver standardPursuant to the decree of the BMUB dated 07.04.2016, Ref. B I 5 - 81041.7/7-6, the guideline "Sustainable Building" is to be applied for the present construction measure and at least a BNB overall fulfillment level "silver" is to be ensured as well as documented in accordance with the required verifications.The energy standard Efficiency Building 40 (EGB 40) is to be complied with in accordance with the "Energy Efficiency Specifications for Climate Neutral New / Extension Buildings and Building Renovations of the Federal Government".The task includes the installation of an e-charging infrastructure for official vehicles.Further, photovoltaic systems on at least 50 percent of the roof area of the building as well as over suitable parking spaces of the associated parking deck according to NBauO incl. electricity storage are to be assumed.A technical monitoring according to AMEV recommendation no. 158 "Technical Monitoring 2020" as an instrument of quality assurance is an integral part.BFR GBestand with extended data scope is to be coordinated and taken into account.
Location for the new planning is a partial area of the plots 1.1 and 1.2 on the NINO site in Nordhorn with a plot size of 6,500 m². (see attachment "nino_areal_gestaltungsfibel")The NINO business park was created from 2008 onwards, when the factory premises of NINO AG were put to a new use in the fields of business, technology, education and housing after the bankruptcy of the textile company, which was once active throughout Europe, and after years of vacancy.This is where a joint new accommodation of subdivisions of the main customs office (HZA) Osnabrück and the headquarters of the customs investigation office (ZFA) Essen is to take place at the Nordhorn location.The property is fully developed. The access for pedestrians as well as for motorists is from the Zeppelinstraße in the south at a sufficient distance from the railroad crossing in the west. There are no contaminated sites or pollutants to be expected, however, along the western boundary of the site parallel to the railroad line there is a 500-RW collection line which must not be built over. There are no objections to the proposed use with regard to dropped ordnance (bombs).
