Description

The subject of the procedure is the award of general planning services for the new construction of the Catholic elementary school as an open all-day school and a multipurpose hall in Flerzheim. The reason for the new construction is considerable damage to the existing building due to the heavy rain event in July 2021.The site area is 7,482 m2 (45m x 168m). The school concept was examined with regard to modern pedagogical learning and room concepts in a feasibility study. As a result, gross floor areas of 3,084 m2 for the new school building and 844 m2 for the new multi-purpose hall were determined. A use with one to two school classes is envisaged. Relevant results of the feasibility study will be made available to the bidders in stage 2 of the award procedure.The project budget KG 200-600 amounts to EUR 9.5 million net.Start of performance: Immediately after commissioning (probably February 2024).Currently planned execution period: June 2025 to October 2027.

The reason for the new construction is considerable damage to the existing building due to the heavy rain event in July 2021.The required general planning service includes the following services:- Building design (LP 1 to 9 according to Annex 10 to §34 HOAI),- Outdoor design (LP 1 to 9 according to Annex 11 to §39 HOAI),- Structural design (LP 1 to 6 according to Annex 14 to §51 HOAI),- Technical equipment (LP 1 to 9 according to Annex 15 to §55 HOAI), ALG 1,2,3,4,5,6,8- Building physics (LP 1 to 7 according to Annex 1 to §3 HOAI, 1.2.2, thermal insulation and energy balancing, building acoustics as well as room acoustics)- Fire protection (LP 1 to 9 according to paragraph 1.4 to AHO booklet 17)- DGNB PreCheckAs a new location for the elementary school and sports or multi-purpose hall, a plot of land on Fliesweg was acquired by the city of Rheinbach. Adjacent to the site on the outskirts of the town is the Fliesweg to the southeast and the Windmühlenweg to the northwest. The latter is not accessible to the public. Currently, the property is surrounded by agricultural use, but new residential areas are to be designated in the surrounding area.The property area is 7,482 m2 (45m x 168m). The school concept was examined in terms of modern pedagogical learning and space concepts in a feasibility study. As a result, gross floor areas of 3,084 m2 for the new school building and 844 m2 for the new multipurpose hall were determined. A use with one to two school classes is planned. For the multi-purpose hall, in addition to the usual school sports, a league operation of lower leagues in table tennis is to be considered, if necessary. Relevant results of the feasibility study will be made available to the bidders in stage 2 of the award procedure.DGNB certification with the Gold standard will be examined for the new building.
