The district of Erlangen-Höchstadt intends to renovate the State Vocational School in Herzogenaurach-Höchstadt. The contract is for service levels 3-5 for construction phase 1 and service levels 1-5 for the remaining construction phases (with the exception of supervision of the necessary VgV procedures) of the project management service profile in accordance with the HAV-KOM project management contract, specified in the additional contract provisions (ZVB-PS) to the project management contract. A corresponding training is to be included in the requested lump sum.
The state vocational school center in Herzogenaurach has been the vocational training center in the district since 1982. Together with the surrounding globally active companies and regional businesses, the vocational and technical school trains skilled workers for the catering trade, industry and commerce, as well as numerous commercial, technical and social professions..An essential planning task is to create new space for teaching within the existing building. Due to changes in the school district, in teacher training and in the accommodation of the teaching staff as well as the administration, spatial optimization is required..Through the renovation and the future-oriented utilization requirements, a modern vocational school building is to be created in the handling of the existing building and in the overall concept..The property is located at Friedrich-Weiler-Platz 2 in Herzogenaurach. There is a sports hall on the site, which is not the subject of the renovation...The contract for the architectural services was awarded to the architectural firm Babler + Lodde on the basis of the prescribed VgV procedure. Likewise the specialized planner achievements for structural design and technical building equipment were assigned in the course of a negotiated procedure...In order to reduce the disturbance of the school enterprise to a minimum, the structural measure will take place in several stages of construction, divided on a period of approx. 8 years...The architectural office Babler + Lodde divides the measure into 5 stages of construction. Work phase 3 of the first construction phase has already been completed. On July 27, 2023, the current room program with construction description and list of measures was sent to the government of Middle Franconia in advance as information for the school supervisory approval in order to coordinate the current status. Still in September 2023 a final meeting with the government of Middle Franconia follows, in order to clarify the handling of the grant applications after the planned construction phases..The documents for the submission of the grant application according to Art. 10 FAG and the application for school supervisory approval, will be submitted to the government of Middle Franconia after the decision of the district council on 16.10.2023..The district of Erlangen-Höchstadt as the contracting authority and as the awarding authority works with the online system of the State Gazette "eServices". Here the announcements and the awards are put on and cared for..The total costs of the measure lie with roughly 12.5 millions EUR gross (KG 100-700)..The client receives subsidies for this building project. The contractor is also responsible for the preparation of the proof of use (cf. Section 5.1.6 of the ZVB-PS) and the compilation of the cost portions from the cost assessment in accordance with the requirements for the proof of use (cf. Section 5.4.2 of the ZVB-PS)..The start of construction of the first construction phase is scheduled for June 2024, and the completion of the first construction phase is to take place by May 2025. Subsequently, the remaining construction phases will be carried out. In total, the measure will be divided into 5 funding packages, with the 1st construction phase representing the first funding package. The payment for the project management services will be made in sections and in stages according to the remaining four funding packages. The remuneration for this can be negotiated. Previously, it was planned that a fixed percentage of the eligible costs would be offered here and that this would be remunerated for each support package. To simplify the preparation of offers, the percentage rate is requested once for all remaining support packages. The actual payment is then made for each funding package according to the percentage rate offered for the specific chargeable costs.
