The district of Eichstätt and Markt Kösching are planning a school centre at the location of the Rudolf-Winterstein-School in Markt Kösching, consisting of a primary and secondary school (renovation and extension) and a branch of the Special Educational Support Centre Eichstätt (new building). 120 pupils are to be taught at the branch of the Special Educational Support Centre Eichstätt for the time being. The spatial planning is designed for a maximum number of 160 pupils. 450 pupils attend the primary and secondary school in Markt Kösching. The Markt Kösching has already awarded the planning services object planning building and interior for the refurbishment and extension (due to the introduction of an all-day care there is an additional need for space) in an award procedure EU Contract Notice No. 2018/S 246-564760 published on 21.12.2018. In this context, the possible integration of the special school of the district of Eichstätt was also a subject of planning considerations. According to the current state of affairs, a new building for the special school primary school and a new building for the special school middle school (1-part, 6 classes), as well as a new building for a simple sports hall are to be realised. The planning services of the object planning for buildings and interiors concerning the new construction of the branch office of the Special Educational Support Centre Eichstätt were awarded in accordance with EU contract notice no. 2020/S 011-021883 of 16.1.2020. The services of the performance profile of the specialist planning for structural design in accordance with § 51 HOAI in conjunction with Annex 14 No. 14.1 HOAI step by step in work phases 1 to 6.

The planning services of the object planning for the building and interiors of the new branch office of the Special Educational Support Centre Eichstätt were awarded in accordance with the EU contract notice no. 2020/S 011-021883 of 16.1.2020. The aim of the cooperation is the realisation of an integration of the Special Educational Support Centre at the location of the primary and secondary school. Synergies such as the joint use of the gymnasiums, cafeteria, specialist rooms, etc. are to be generated in the process, as is the inclusion of conceptual planning with regard to the desired inclusion of the pupils of both schools. Common meeting and learning rooms are to be created - both at the Rudolf-Winterstein-School and at the Special Education Support Centre. It is also desirable to plan a joint management and administration wing for both schools. The Special Needs Education Centre should be used together with the Primary and Secondary School not only in terms of pedagogy, but also in terms of space, as far as synergies allow. The measure therefore envisages the creation of buildings and parts of buildings of the branch office of the Special Needs Education Centre Eichstätt, buildings and parts of buildings of the Primary and Secondary School, as well as jointly used buildings and parts of buildings.The district of Eichstätt is the client for the share of the special needs centre, the Markt Kösching is the client for the share of the primary and secondary school. Due to the different responsibilities for the two school complexes, the contractor will be commissioned by the district of Eichstätt for the part of the branch office of the Special Educational Support Centre Eichstätt and by the Markt Kösching for the part of the primary and secondary school. The entire measure is to be planned and carried out during ongoing operation. Completion and commissioning of the entire measure is planned for the school year 2024/2025 from 09/2024. The building owners attach importance to sustainable and regenerative planning and execution. The rough cost estimate for the renovation and expansion of the primary and secondary school is estimated at approx. 15 million EUR gross. The rough cost estimate of the branch office of the Special Educational Support Centre Eichstätt (incl. simple sports hall) is approx. 22 million EUR gross.the space allocation plan for both object planning can be found in the tender documents. The planning of the primary and secondary school is currently in the preliminary planning stage, the planning of the branch office of the Special Educational Support Centre Eichstätt is in the basic evaluation stage. Complex building structures are to be integrated into the planning process and services of the performance profile of the specialist planning of structural design according to § 51 HOAI in connection with Annex 14 No. 14.1 HOAI will be commissioned in stages in work phases 1 to 6.
