Description

The independent city of Leipzig with its 593,150 inhabitants is the most populous city and one of the six regional centres in the Free State of Saxony. The Fritz Baumgarten School is located in the Reudnitz district in the east of Leipzig, the property is accessible via Riebeckstraße. The school building is within walking distance of the adjacent residential areas of Zentrum-Südost, Reudnitz, Thonberg and Stötteritz. The connection to public transport is provided by Riebeck-straße (bus line 70) and Prager Straße (tram lines 12 and 15). The property of the school location Riebeckstraße 50 is located in the district 0426 Thonberg and comprises the plots 127/1-6, 8, 9, 128/1 and 272. The existing building is fully developed. The pipes for drinking water, waste water, electricity and telecommunications run from Judith-Auer-Strasse in the middle section of the building along the new building into the building. District heating is supplied from the north via the schoolyard and laterally into the A2 building section. The reason and purpose for the complete modernisation of the existing building is to secure the school capacities of the city of Leipzig. The basis is the school development plan of the city and the investment programme for school building construction as well as the planning resolution of the city of Leipzig VII-DS-00944. The building law is based on the regulations of the BauGB, the Baunutzungsverordnung as well as all relevant EU and state laws, especially the Sächsische Bauordnung (SächsBO) in its current version. In addition, the relevant valid standards and technical regulations in the current version are regarded as a prerequisite and must be taken into account. Corresponding building and planning regulations are to be observed. With resolution VI-DS-02019 of 16.12.2015, a capacity extension of the primary school section to four trains was originally planned, taking into account the use of part of the existing building by the special school. For this purpose, the extension building was planned as a new building and measures for fire protection upgrading in the existing building were planned in order to fulfil the room program of the 4-speed train. In the course of the construction progress of the extension, the utilisation situation was reassessed (foreseeable move out of the special school and need for the 5-speed). With the amendment resolution VI-DS-02019-DS-03 of 24.07.2017, the measures for the partial modernisation/fire protection upgrading of the existing building were postponed in favour of a later complete modernisation of the existing building, taking into account the 5-speed without use by the special school. The feasibility study is located in annex A.8. The Fritz-Baumgarten-School consists of an existing building (building part A) with a gross floor area of 4,552 m2 and a two-storey extension building without basement (building part B) with a gross floor area of 1,915 m2, which is connected to the existing building to the west by a connecting building (see figure below). There is the new, barrier-free main entrance with an elevator system, which is arranged on the outside wall of the existing building and provides access to all floors in the existing and new building. To the north of the school building there is a KT 60 single-field sports hall which belongs to the school site. The existing building to be modernised was built in 1988 as type WBS 70GL. The building complex consists of three building sections (A1-A3) and the extension (B). Detailed information can be found in the tender documents and Annex A. The awarding authority reserves the right to award the contract on the basis of these initial tenders in accordance with § 17 (11) VgV without entering into negotiations.
The services commissioned are those pursuant to § 34 ff. HOAI in conjunction with Annex 10.1 HOAI on LPH 1 to 9. The contracting authority provides for a step-by-step commissioning process. LPH 1 to 4 will be commissioned first. LPH 5 to 9 are commissioned optionally. There is no legal claim to the transfer of services beyond the work phases 1 to 4. Please informally name any necessary subcontractors for the respective object of the order. The awarding authority reserves the right to request additional suitability documents. According to the contract, the contractor must provide the following services within the scope of the 1st stage: 1. basic services: The contractor must provide the work phases 1 to 4 of § 34 Para. 3 HOAI. The basic services in accordance with Annex 10.1 HOAI to § 34 (4) and § 35 (7) shall be performed for these work phases. LPH 2: Preparation of room books with details of the structural and technical equipment of all rooms and handover to the client after completion as executed; - LPH 3: Updating of room books; Establishment of a protected Internet-based project room: Platform for data exchange (EU-based - dropbox not possible), for free use by the client and specialist planners; Special room planning: Special room planning for the Werk (including ancillary room) and library rooms. Further special and additional services (voluntary information, optional commissioning): - Fire protection concept according to contract § 3 (2.5, item "fire protection concept"). - Planning and consulting services for building physics, thermal insulation and energy balancing, building acoustics and room acoustics according to contract § 3 (2.4, item 2a, b, c). The commissioning of the 2nd stage is optional according to the contract. The following services are to be provided within the scope of the 2nd stage: 1. basic services: The contractor shall provide the work phases 5 to 9 of § 34 (3) HOAI. The basic services in accordance with Annex 10.1 HOAI to § 34 (4) and § 35 (7) shall be performed for these work phases. 2 Special and additional services: - LPH 5: Updating of room books in detailed form; - Continuation of the protected Internet-based project room as a platform for data exchange, for the free use of the Principal and specialist planners; - Continuation of specialist room planning. Reference is made to the contract or the sample contract § 3 para. 5. An architect's contract is attached to the award documents. This shall regulate the contractual provisions applicable between the Client and the contractor to be found. The points in the contract that are partially still open depend on the bidder's offer and will be supplemented accordingly by the client. The specimen contract can be found in Annex B1. The contract shall cover services pursuant to section 51 et seq. HOAI i.V. with Annex 14.1 HOAI on LPH 1 to 6. The principal provides for a step-by-step commissioning. LPH 1 to 4 are commissioned first. LPH 5 and 6 are commissioned optionally. There is no legal claim to the transfer of services beyond the work phases 1 to 4. Please informally name any necessary subcontractors for the respective object of the contract. The awarding authority reserves the right to request additional suitability documents. According to the contract, the contractor must provide the following services within the scope of the 1st stage: 1. basic services: The contractor must provide the work phases 1 to 4 of § 51 Para. 1 HOAI. The basic services in accordance with Annex 14.1 HOAI to § 51 (5) and § 52 (2) HOAI shall be performed for these work phases. 2. special and additional services: LPH 4: Verification of structural fire protection, if necessary taking into account the temperature (hot design). The commissioning of the 2nd stage is optional according to the contract. The following services are to be provided within the scope of the 2nd stage: 1. basic services: The contractor shall perform work phases 5 and 6 of § 51 (1) HOAI. The basic services in accordance with Annex 14.1 HOAI to § 51 (5) and § 52 (2) for these work phases are to be performed. 2. special and additional services: LPH 8: engineering inspection of the execution of the supporting structure for compliance with the examined static documents. Reference is made to the contract or the contract sample § 3 para. 5. An engineering contract is attached to the award documents. This contract regulates the contractual regulations applicable between the client and the contractor to be found. The points in the contract that are partly still open depend on the bidder's offer and will be supplemented accordingly by the contracting authority. The sample contract can be found in Annex B2. The principal provides for a step-by-step assignment. Initially LPH 1 to 4 will be commissioned. LPH 5 to 9 will be commissioned optionally. There is no legal claim to the transfer of services beyond the work phases 1 to 4. Please informally name any necessary subcontractors for the respective object of the order. The awarding authority reserves the right to request additional suitability documents. According to the contract, the contractor must provide the following services within the scope of stage 1: 1. basic services: The contractor must provide the work phases 1 to 4 of § 55 Para. 1 HOAI. The basic services in accordance with Annex 15.1 HOAI to § 55 (3) and § 56 (3) of these work phases shall be performed. 2 Special and additional services: - LPH 2: Preparation of the technical part of a room book as preparatory work for the overall room book, which is prepared by the object planner. - LPH 3: Updating of the technical part of the room book. The commissioning of the 2nd stage is in accordance with the contract. The following services are to be provided as part of stage 2: 1. basic services: The Contractor shall provide the work phases 5 to 9 of § 55 Para. 1 HOAI. The basic services in accordance with Annex 15.1 HOAI to § 55 (3) and § 56 (3) shall be performed for these work phases. 2. special and additional services: LPH 5: Updating the technical part of the room book. Reference is made to the contract or the sample contract § 3 Para. 5. An engineering contract is attached to the award documents. This governs the contractual regulations applicable between the client and the contractor to be found. The points in the contract that are partially still open depend on the bidder's offer and will be supplemented accordingly by the client. The sample contract can be found in Annex B3.
