Description
The contracting authorities are looking for a technical consultant to prepare and accompany several award procedures and to prepare functional specifications for the project "Uni kommt in die Stadt". The technical consulting services range from the preparation of the awarding of several separate procedures to the monitoring of the awarding procedures in the so-called investor model and the conclusion of contracts with investors. The final structuring of the individual award procedures is still being clarified. Optionally, a subsequent planning and construction-accompanying controlling is to be offered.
With the project "Uni kommt in die Stadt" the University of Siegen wants to establish university faculties and other university facilities at two inner-city campus locations. Overall, the majority of future students will use the university facilities in the city centre. Following Faculty III (Economics), which has already been relocated to the city centre, Faculty I (Faculty of Philosophy for approx. 6,500 students) is now to be built at the "Campus Location North - Friedrichstraße/Sandstraße" and Faculty II (Education, Architecture, Arts for approx. 8,000 students) at the "Campus Location North - Löhrtor/Häutebachweg". The Faculty of Natural Sciences and Technology will remain on the Haardter Berg. At present it is planned to divide the project into sub-projects of 24 300 m2 gross floor area (Faculty I - North), 11 850 m2 gross floor area (Faculty II - Southwest) and 11 450 m2 gross floor area (Faculty II - Southeast). The university is using both developed and undeveloped land for its project. The existing real estate will be partially converted, renovated and demolished. In addition, additional new buildings for the faculties including associated ancillary facilities such as parking spaces, open-air facilities and development measures will be required. Other central university facilities are also to be built at the new locations (including a library for both faculties, a centre for teacher training, central student service facilities). The implementation of the individual construction projects is to be carried out largely by investors, who will be selected in probably 3 Europe-wide tendering procedures and will take over the planning, construction, financing and, if necessary, parts of the building operation of the projects. The layout of the individual awards will be developed in the course of the further project implementation. The project is of outstanding strategic, political and economic importance for the University of Siegen and the City of Siegen and plays an important role in positioning and consolidating Siegen as a university location in the higher education landscape of North Rhine-Westphalia as an attractive, modern location for science and teaching for students and teaching staff as well as university members. The technical consulting services range from the preparation of the awarding of several separate procedures to the support of the awarding procedures in the so-called investor model and the conclusion of contracts with investors. The final structuring of the individual award procedures is still in the process of being clarified.optionally, a subsequent planning and construction-accompanying controlling is to be offered.the technical consultant is to be commissioned for this in stages.the functional performance descriptions of the individual sub-projects are to follow uniform standards and contain uniform specifications - as far as possible and reasonable. The necessary economic and legal consulting services and project management services will be provided by other consultants and are therefore not included in this invitation to tender.
