The lot comprises the services of the object planning of the work phases 4-9 according to § 34 HOAI including the execution of special services:1. restorative construction supervision and investigation,2. monitoring of the removal of defects within the limitation periodFor the restoration of the town hall in 39524 Sandau (Elbe). In addition, building physics services (heat insulation and energy balancing as well as building and room acoustics) are to be provided in accordance with § 3 Para. 1 Clause 2 HOAI Annex No. 1.2.2 HOAI. The lot also includes services for the planning of outdoor facilities in work phases 4 to 9 in accordance with § 39 HOAI The services are to be provided taking into account the generally applicable building regulations and technical rules, the interests of the law on monuments and historic buildings and in compliance with the relevant legal requirements when using federal and state subsidies.Information on the renovation of the town hall: The aim of the structural renovation is to restore the historical half-timbered building to a functionally safe condition and at the same time to ensure the requirements for stability, serviceability, fire protection, the minimum requirements for structural heat insulation and the requirements for use as a public administration building.The external appearance of the half-timbered building with 2 brick walls is retained.destroyed building components are renewed in a manner appropriate to the listed building, in accordance with the materials and works.changes which serve to restore the functional safety are carried out in such a way that they are clearly receding in appearance compared to the historical construction method or are concealed by the historical building components.historical building components are renovated in a load dissipating manner and as constructionally effective building components. The requirements based on the building regulations, BauO LSA, for securing the first and second escape route are fulfilled with the construction of a new access building as a safety staircase. The access building contains the main entrance, a fireproof staircase made of reinforced concrete and a passenger lift.The measures in detail are:- Stable restoration of the historical roof structure;- Stable restoration of the outer half-timbered walls;- Stable restoration of the outer masonry walls;- Stable upgrading of the floor ceilings;- Stable restoration of the inner half-timbered walls;- Structural measures to comply with fire protection, structural heat insulation and the requirements of use as a public administration building;- Renewal of all technical installations;- Reorganization of the supply and disposal lines;- Installation as a modern administration building in a historical building shell.Utilization concept:After completion of the renovation, the following functions should be available:- Seat of the city administration;- Seat of the building authority of the Elbe-Havel-Land association community;- General medical service and medical care;- Inter-generational meeting place;- Tourist information and multi-functional room in the attic;- Building floor area: 275 m2;- BRI - Gross room volume: 4 210 m3;- GFA - Gross floor area: 1 094.20 m2;- NRF - Net room area: 834.40 m2. The lot comprises the services of the structural design of work phases 4 - 6 according to § 51 HOAI including the execution of two Special Services of work phase 8 according to Annex 14.1 to § 51 Para. 5 HOAI:- Engineering control of the execution of the supporting structure for compliance with the examined static documents,- Participation in the supervision of the execution of the structural interventions during conversions and modernizations,- As well as additional services of the Safety and Health Protection Coordination (SIGEKO) according to BauStellV for the renovation of the town hall in 39524 Sandau (Elbe).The services are to be provided in accordance with the generally applicable building regulations and technical rules, monument protection issues and in compliance with the relevant legal requirements when using federal and state subsidies.Information on the renovation of the town hall: The aim of the structural renovation is to restore the function of the historical half-timbered building and at the same time ensure the requirements for stability, usability, fire protection, the minimum requirements for structural heat insulation and the requirements for use as a public administration building.
