Description

The tendered project is part of the project "Strengthening rural value chains in Ethiopia", which aims to improve the income and employment situation of actors in agricultural value chains in selected rural regions in Ethiopia. The project works both at the national level and in 3 regions of the country (Amhara, Oromia, Sidama). The following are the 4 key interventions of the project: 1. strengthening dialogue mechanisms between the government and the private sector in agribusiness,2. strengthening the capacity of the Ministry of Agriculture to implement private sector oriented agricultural policies,3. increasing the strategic, technical and management capacity of regional state actors to promote rural economic development,4. improving access of agricultural value chain actors to inputs, services and markets.The CO is responsible for the implementation of the first intervention, strengthening dialogue mechanisms between the government and the private sector in agribusiness. The key objectives of the assignment are:- the strengthening of Ethiopian business associations in the agribusiness sector (associations of primary producers and business associations in the agri-food sector), as well as the Ethiopian Chamber of Commerce;- the conception and institutionalisation of a public-private dialogue forum between the ministries concerned and representatives of the associations in the agricultural sector (associations of primary producers and business associations in the agricultural and food sector), as well as the Ethiopian Chamber of Commerce, with the aim of improving the political and institutional framework conditions for private-sector activities in the agricultural sector;- the conception, institutionalisation and regular implementation of an Agribusiness Investment Climate Survey in Ethiopia.The tendered project has a duration of 3 years.
The tendered project is part of the project "Strengthening Rural Value Chains in Ethiopia", whose objective is to improve the income and employment situation of actors in agribusiness value chains in selected rural regions in Ethiopia.The Contractor is responsible for the implementation of the first field of action of the project, the strengthening of dialogue mechanisms between the government and the private sector in the agribusiness sector.The Contractor is thus responsible for the achievement of the target indicator 4 of the project mentioned below and the output indicators for output 1 mentioned below.Module objective: The income and employment situation of actors in agricultural value chains in selected rural regions has improved.Target indicator 4: 6 out of 10 agribusiness associations surveyed confirm that the regulatory environment or the investment climate in the agricultural and agribusiness sector has improved.Baseline value: 0 (no survey yet).Target value: 6 agribusiness associations confirm improvement.Output 1: Dialogue mechanisms between government and the private sector in the agribusiness sector are strengthened.Output indicators:1. Based on recommendations from dialogue events with the private sector, the Ministry of Agriculture has submitted 5 new or revised (sub)sector policies, regulations or guidelines.2.. the results of the Agribusiness Investment Climate Survey, coordinated with public and private stakeholders once a year, feed into a regular public-private policy dialogue.The CO is responsible for the delivery of the following work packages:Work Package 1: Strengthening the organizational capacities of the business associations in the agribusiness sector (farmers' associations and agri-food business associations) and the Ethiopian Chamber of Commerce as the coordinating entity; and institutionalizing a public-private policy dialogue- Organizational analysis (strengths, weaknesses and potentials) of the business associations in the agribusiness sector (farmers' associations and agri-food business associations) relevant to the project, including. Ethiopian Pulses, Oil Seeds and Spices Association; Ethiopian Horticulture Producers & Exporters Association (EHPEA); Fruits & Vegetables Growers and Suppliers,- Organizational analysis of the Ethiopian Chamber of Commerce,- Strengthening organizational and management capacity, as well as demand-driven service delivery and lobbying capacity of the selected business associations in the agricultural sector (farmers' associations and agri-food business associations),- Strengthening the Ethiopian Chamber of Commerce in its coordinating role of business associations in the agricultural sector,- Training and coaching of women in leadership positions in the associations,- Development of a concept for the design and sustainable institutional anchoring of a public-private policy dialogue on agribusiness issues,- Regular implementation of the public-private policy dialogue,- Development of a digital platform for the associations to provide key business information to association members.Work package 2: Development and institutionalisation of a coordinated "Agribusiness Investment Climate Survey" (AICS)- A coordinated concept for an "Agribusiness Investment Climate Survey" with IT-supported application is available,- Regular implementation of the AICS,- Launching of the AICS,- Institutionalisation of the AICS.
