Award of service concession at the concessionaire's own economic risk.
The Head of the Prison Kassel I intends to award the service concession of prisoner telecommunications for the Prison Kassel I again. Concession period: 15.02.2023 to 14.02.2027 with the possibility on the part of the correctional facility to extend the contract by 1 year. In this context, the concessionaire shall install a state-of-the-art prisoner telecommunications system in the correctional facility, which shall be used exclusively by prisoners, and shall operate it at its own risk. The space or premises required for this purpose shall be made available to the concessionaire by the correctional institution.The Kassel I correctional institution is a prison for male criminal and remand prisoners and female prisoners in the central hospital and currently has an average occupancy of 400 prisoners. A telecommunications system for prisoners is already in operation at JVA Kassel I. As a service reception for JVA Kassel I, 16 (A-wing: 4, C-wing: 4, D-wing: 4, ZKH: 3 and Werkhof:1) vandalism and tamper-proof intercom stations are required in various buildings for outgoing calls used exclusively by prisoners. Random monitoring must be possible by the respective ward service on whose ward/area an intercom station is located. For this purpose, 14 monitoring stations are required. In addition to the monitoring stations, two corresponding devices must be installed at the control center and at the structural observer, as well as an administration station for data maintenance (printing function) in the administration building. This means that services will have to be updated promptly in line with demand, e.g., 8 additional call boxes and 4 monitoring stations when the B wing is occupied.For details, see the procedural documents.
